시교육청은 이번 계획을 통해 안전관리 체계를 전면적으로 강화하고, 현장 중심의 예방 활동을 확대해 교육 현장에서 중대재해를 근본적으로 차단하겠다는 방침이다.
계획에 따르면, 교육감이 직접 경영책임을 맡아 안전보건관리 체계를 명확히 한다. 전담 조직과 협의체 중심으로 각급 학교와 기관의 이행 상황도 수시로 점검할 계획이다.
특히 올해부터는 사고 발생 시 신속한 대응을 위해 ‘중대재해발생 대응본부’가 정식으로 구성돼, 보고부터 조치, 복구까지 일원화된 대응체계를 갖추게 됐다.
현장 점검도 한층 강화된다. 기존 2년 주기였던 안전점검을 연중 실시 체계로 전환해 모든 기관을 대상으로 점검을 진행하며, 안전관리자가 직접 현장을 찾아 위험요인을 사전에 제거한다.
또 안전관리 전문기관의 기술지도와 컨설팅도 병행해 위험 요소를 조기에 발견하고 즉각 개선할 방침이다. 점검 결과와 대응 절차를 담은 ‘중대재해예방 매뉴얼’도 별도 제작해 각 학교와 기관에 배포할 예정이다.

아울러 교직원을 대상으로 안전보건 수칙 서약, 중대재해예방 캠페인, 전문 교육 등을 실시해 예방 중심의 안전문화를 확산시킬 계획이다. 재해 발생 시에는 신속 보고와 재발 방지 대책 수립 등 사고 대응의 실효성을 높인다.
