【브레이크뉴스 대구】진예솔 기자=대구시가 심야와 공휴일에 시민들의 의약품 접근성을 높이기 위해 공공심야약국 제도를 대폭 손질한다.
대구시의회 박창석 의원(군위군)이 대표 발의한 ‘대구광역시 공공심야약국 운영 및 지원에 관한 조례 전부개정조례안’이 최근 열린 제322회 임시회 문화복지위원회 심사를 통과해, 조례 개정이 최종 단계에 들어섰다.
해당 조례안은 오는 2월 6일 제2차 본회의에서 최종 의결될 예정이다.
이번 개정안에서는 공공심야약국을 더 이상 자발적 참여 사업에 머무르지 않고, 지자체가 주도하는 공공보건 인프라로 격상시키는 데 중점을 뒀다.
이전 조례가 약국의 지정과 운영 방향만을 선언적으로 규정했다면, 새 조례안은 공공심야약국의 지정부터 지원, 관리, 책임까지 구체적으로 명시해 제도의 체계를 한층 강화했다.
특히 시장의 책무를 조례에 담아, 대구시장이 직접 공공심야약국의 지정과 운영, 지원 계획을 수립·시행하도록 했다. 그동안 예산 부족과 행정 지원 불확실성에 따라 약국 참여가 자발성에 의존했던 구조적 한계를 제도적으로 해소하겠다는 방침이다.
공공심야약국 지정과 운영 지원의 법적 근거도 구체적으로 마련됐다. 조례안에는 약국 지정 절차와 함께 운영 지원금 및 인센티브 지급 근거를 규정했다.
이에 따라 운영비와 인력, 전산 시스템 등 실질적으로 필요한 지원이 가능해져, 약국들의 공공심야약국 참여 의욕을 높이고 지역별 운영 격차를 줄이는 효과가 기대된다.
관리와 책임 부분도 강화됐다. 운영 기준을 지키지 않으면 약국 지정을 취소하거나 지원금을 환수할 수 있도록 해, 제도의 공공성과 신뢰성을 확실히 했다.
시민들에게 심야약국 정보를 적극적으로 알리는 홍보 의무와 함께, 의료기관·지자체·약사회 등이 협력하는 체계 마련도 조례에 포함됐다.
박창석 의원은 “심야나 공휴일에 약을 구하지 못해 응급실을 찾는 시민들의 불편을 줄이기 위해 공공심야약국 제도의 전반적 정비가 필요했다”며, “공공심야약국은 지역의 의료 공백을 메우는 중요한 보건 인프라로, 제도적 뒷받침이 반드시 요구된다”고 말했다.

In particular, the ordinance incorporates the mayor's responsibilities, empowering the mayor to directly designate, operate, and develop and implement support plans for public late-night pharmacies. This aims to institutionally address the structural limitations that have historically relied on voluntary participation by pharmacies due to budget constraints and uncertain administrative support.
The legal basis for the designation and operational support of public late-night pharmacies has also been specifically established. The ordinance stipulates the pharmacy designation process and the basis for operating subsidies and incentives.
This will enable practical support for operating costs, personnel, and IT systems, which is expected to increase pharmacies' motivation to participate in public late-night pharmacies and reduce regional operational disparities.
Management and accountability have also been strengthened. Failure to adhere to operational standards can result in the revocation of pharmacy designation or the revocation of subsidies, ensuring the public nature and reliability of the system.
The ordinance also includes a public relations obligation to proactively inform citizens about late-night pharmacies and establishes a cooperative system among medical institutions, local governments, and the pharmaceutical association.
Rep. Park Chang-seok said, “In order to reduce the inconvenience of citizens who cannot obtain medicine at night or on public holidays and have to visit emergency rooms, a comprehensive overhaul of the public late-night pharmacy system was necessary,” and added, “Public late-night pharmacies are an important health infrastructure that fills the gap in local medical care, and institutional support is absolutely necessary.”
