성광진 대전교육감 예비후보(전국교육자치혁신연대 상임대표)가 대전·충남 행정통합 논의 속에서 교육분권 보장을 위한 제도적 안전장치를 제안했다.
성 예비후보는 최근 국회 행정안전위원회 소속 위원 전원에게 '대전·충남 통합특별법안' 관련 제안서를 전달하며, 초광역 행정통합 추진 시 교육자치 후퇴를 막기 위한 방안을 공식 건의했다.
그는 “행정통합이 추진될수록 교육은 오히려 더 분권적으로 설계돼야 한다”며 기초 시·군·구 교육장 직선제 도입과 대전·충남 복수 교육감 체제 하에서의 단계적 교육통합을 핵심 방안으로 제시했다.
그는 현재 발의된 특별법안이 교육통합에 대한 사전 연구와 시민·교육계 참여 과정이 부족하며, 교육자치 원칙이 명확히 드러나지 않는다고 지적했다. 성 예비후보는 “행정통합의 성패는 교육통합 방식에 달려 있다”며 준비 부족한 통합이 지역 인재 육성과 공교육 강화를 저해할 수 있다고 경고했다.
