대전·충남 시민사회단체, “행정통합 주민투표 반려는 주민의 입을 막은 결정”

대전과 충남 지역 시민사회단체가 대전·충남 행정통합 추진에 반대하며, 최근 두 지자체가 반려한 주민투표 청구 결정에 강력히 반발했다.

대전시민사회단체연대회의와 충남시민사회단체연대회의는 9일 공동성명을 내고 “대전시와 충남도가 주민투표 청구를 ‘국가 사무’라는 이유로 반려한 것은 명백히 주민의 의사를 무시한 행정”이라며 “통합 논의 과정에서 주민의 직접 참여와 의견 수렴 절차조차 차단됐다”고 비판했다.

이어 “대전·충남 통합이 정치적 성과를 위한 ‘시범사업’으로 변질되고 있다”며 “행정통합은 한 지역의 실험 대상이 아니라 360만 시·도민의 삶과 행정을 근본적으로 바꾸는 국가적 사안”이라고 주장했다.

성명은 또 “정치인은 떠나도 피해는 주민이 짊어진다”며 “통합 추진으로 인한 행정비용과 지역 갈등, 농촌 소외, 환경 훼손 등은 결국 지역 주민이 감당할 문제”라고 경고했다.

두 단체는 국회와 정부, 지자체를 향해 주민투표 반려 철회 및 실질적 주민 결정권 보장 ,행정통합 특별법 졸속 처리를 즉각 중단 ,통합 논의 전면 재검토 및 지역 상생 방안 재논의 등을 촉구했다.

시민사회연대회의는 “행정통합이 아니라, 주민 자치와 지역 연대로 수도권 집중을 완화해야 한다”며 “지금처럼 주민을 배제한 통합 방식으로는 진정한 상생과 발전을 기대할 수 없다”고 밝혔다.
