대전시의회 복지환경위원회 황경아 의원(국민의힘, 비례대표)이 중증장애인의 경제적 자립과 직업재활시설 운영 활성화를 위한 제도 개선 논의에 나섰다.
황 의원은 9일 시의회 3층 소통실에서 '직업재활시설 및 중증장애인생산품 우선구매 활성화를 위한 의견청취 간담회'를 주재하고, 관련 기관·전문가들과 함께 대전시의 정책 방향을 모색했다.
이번 간담회는 장애인 직업재활시설의 안정적 운영기반 마련과 중증장애인생산품의 판로 확대를 통해 장애인의 일자리 창출 및 자립 역량 강화를 위한 취지로 마련됐다.
이날 김동기 목원대학교 사회복지학과 교수는 ‘대전광역시 직업재활시설 및 중증장애인생산품 우선구매 활성화 방안’을 주제로 발표했다. 그는 공공기관의 구매 확대, 서비스 업종 다변화, 공동 브랜드 구축, 임금 보전 정책 등의 필요성을 제시하며 장애인 일자리 정책의 실질적 성과를 위한 접근 방안을 설명했다.
이어 진행된 토론에서는 노한호 장애인일터 함께 원장, 장영애 도토리보호작업장 원장, 장인국 대전장애인보호작업장 원장, 김은일 대전시 장애인시설팀장이 참여해 현장의 어려움을 전달하고 제도 개선의 필요성을 함께 논의했다.
황경아 의원은 “중증장애인생산품 우선구매는 단순한 구매 절차가 아니라 장애인의 삶을 지탱하는 중요한 사회적 장치”라며 “오늘 논의된 현장의 의견을 적극 검토해 직업재활시설 운영과 우선구매 제도의 실효성을 강화하겠다”고 밝혔다.
이어 “장애인이 지속 가능한 일자리에서 자신의 역할을 발휘할 수 있도록 제도적 지원과 지역사회 인식을 함께 바꿔 나가야 한다”며 현장 중심 정책 추진 의지를 드러냈다.
