차 전 의장은 “동구의 위기는 복지 확대나 단기 처방만으로는 해결이 안 된다”며 “일자리와 산업기반 정체가 원인이므로, 앞으로 100년을 바라보는 구조적 전환이 필요하다”고 밝혔다.
핵심 전략으로는 K-2 군공항 후적지 개발을 꼽았다. 차 예비후보는 “후적지는 동구의 운명을 바꿀 마지막 기회”라며, 정부와의 긴밀한 협조를 통해 첨단산업 허브와 통합행정타운, 종합병원, 연구·창업 공간 등을 한데 모으는 구상을 내놨다. 단순 주거지 개발에 그치지 않고, 청년 일자리와 자족 기능을 두루 갖춘 성장 거점으로 만들겠다는 계획도 설명했다.
산업 육성 측면에선 율하 스마트그린 산업단지와 동대구 상권을 연계하고, 메타버스·로봇·AI 등 4차 산업 기업 유치를 추진하겠다고 밝혔다. 또 동대구 일대를 MICE와 유통 산업의 중심지로 육성해 지속가능한 일자리를 만들겠다는 복안도 내놓았다. 원도심 활성화는 전통시장 리모델링, 테마거리 조성, 문화공간 확대 등 생활밀착형 도시재생에 초점을 맞출 전망이다.
