충남도의회가 19일 긴급 원포인트 임시회를 열어 국회 행정안전위원회에서 통과된 ‘충남대전행정통합특별시 설치를 위한 특별법안’에 관해 심도 있는 의견 청취와 권한 강화 결의안을 채택했다.
이번 임시회는 충남도지사가 제출한 ‘행정구역 통합 추진 관련 의견 청취’ 안건을 다뤘으며, 국민의힘 김옥수 의원이 대표 발의한 ‘통합특별시 권한 강화 촉구 결의안’도 함께 처리됐다.
충남도의회는 국회 행안위 의결 특별법에 대해 대안으로서 행정통합 추진에 반대 입장을 공식 표명했다. 동시에 특별법안이 특별시의 실질적 권한 확보를 담보할 수 있도록 수정·보완할 것을 강력히 요구했다.
홍성현 의장은 “충남과 대전의 통합 논의는 수도권 일극체제 극복과 지방 소멸 위기 타개라는 목표에서 시작됐지만, 이번 국회 행안위 결정은 지역민의 기대와 요구 대신 정부와 국회 수용성에 맞춘 ‘알맹이 없는’ 대안에 불과하다”고 비판했다.
그는 또 “특별시의회의 예산권, 조직권 등 독립성이 보장돼야 진정한 지방자치 실현이 가능하다”며 “충남도의회는 도민이 주인 되는 통합을 실현하기 위해 집행부와 국회를 상대로 끈질긴 소통과 협의를 이어갈 것”이라는 의지를 밝혔다.
