대전시의회, 대전·충남 행정통합 특별법 ‘반대’ 의결

대전광역시의회가 국회 행정안전위원회를 통과한 대전·충남 행정구역 통합 특별법안에 대해 공식적으로 반대 의견을 내놨다.

대전시의회는 19일 제294회 임시회 제1차 본회의를 열고 ‘대전광역시와 충청남도 행정구역 통합 관련 의견청취의 건’을 상정해 안건을 처리했다. 

임시회는 해당 사안을 논의하기 위한 ‘원포인트 회의’ 형식으로 열렸으며, 행정자치위원회의 심사 결과와 동일하게 ‘반대’로 의결됐다.

이날 본회의에서는 한영 의원이 5분 자유발언을 통해 특별법안의 문제점을 지적했다. 

이 의원은 “당초 행정통합 논의는 자치권 강화와 재정 확충을 위한 것이었지만, 현재 법안은 그 취지에서 벗어나 있다”며 “시민의 의사를 다시 확인하기 위해 주민투표 실시가 필요하다”고 주장했다.

조원휘 의장은 회의를 마치며 “이번 임시회에서 제시된 의회의 의견을 집행기관이 면밀히 검토하길 바란다”며 “행정통합 논의는 시민의 이해와 공감을 바탕으로 신중하고 합리적으로 추진되어야 한다”고 강조했다.

이번 시의회의 공식 반대 결정은 행정통합 특별법이 국회 상임위를 통과한 이후 지역 차원의 첫 입장 표명이다. 이에 따라 향후 대전시와 충남도의 통합 논의가 어떤 방향으로 전개될지 주목된다.
