24일 태백시에 따르면, 위축된 하장성 생활권을 단순 정비를 넘어 ▲생활 기반 회복 ▲산업 전환 대응 ▲미래 인구 유입 기반 구축이라는 3대 전략을 바탕으로 대대적인 재구성에 돌입했다.

우선 주민들의 삶의 질과 직결되는 보행, 주거, 위생 인프라 개선에 속도를 낸다. 총 25억 원이 투입되는 하장성 보도정비 사업(2,350m)을 연내 마무리할 계획이며, 267억 원 규모의 하수관로 정비사업을 통해 악취 및 위생 문제를 근본적으로 해결한다.
