경상북도는 3일 포항영일신항만 주식회사(PICT) 대회의실에서 영일만항을 중심으로 국제 물류 협력 체계를 구축하기 위한 다자간 업무협약(MOU)을 체결했다고 밝혔다.
이날 협약식에는 최영숙 경북도 환동해지역본부장, 김정표 포항시 해양수산국장, 민경수 포항영일신항만㈜ 사장, 김성태 ㈜코르웰 대표이사를 비롯해 러시아 측 관계자인 에브게니 주라블레프 RusTrans Group 아세안지역대표, 에브게니 루세츠키 ICIE 부위원장 등 6개 기관 관계자 30여 명이 참석했다.
이번 협약은 북극항로 개척과 유라시아 통상 환경 변화에 공동 대응하기 위한 전략적 협력의 일환이다. 참여 기관들은 포항 영일만항을 거점으로 러시아 및 CIS(독립국가연합) 지역과 아시아·태평양 지역을 연결하는 국제 물류 네트워크 구축에 협력하기로 뜻을 모았다.
주요 협력 분야는 △포항 영일만항~러시아 극동 항만 간 신규 항로 개발 △북극항로 연계 국제 물류 운송체계 구축 △컨테이너 및 프로젝트 화물 공동 시장 개척 △선박 수리조선소(MRO) 및 항만 서비스 산업 공동 개발 등이다.
협약에 참여한 ㈜코르웰은 1986년 설립 이후 동남권 국제해운 대리점 및 해운 중개 분야에서 활동해 온 기업이며, RusTrans Group는 러시아 전역에 네트워크를 보유한 포워딩 및 선박 운항 기업이다. 양사는 이번 협약을 계기로 영일만항과의 물류 협력 사업을 구체화할 방침이다.
경북도는 이번 협약이 민·관·기업 간 협력을 통해 국제 물류 기반을 확대하고, 영일만항의 북극항로 연계 가능성을 현실화하는 전환점이 될 것으로 기대하고 있다.
한편 도는 북극항로 시대에 대비해 영일만항을 32선석 규모로 확장하고, 풍력·수소 등 복합에너지 항만으로 개발하는 방안을 추진 중이다. 이와 함께 국제 크루즈 관광산업 활성화와 AI 기반 극지 산업 클러스터 조성 등 연관 산업 육성 전략도 병행해 나갈 계획이다.
최영숙 경북도 환동해지역본부장은 “북극항로는 동북아와 유라시아 교역을 연결하는 핵심 해상 물류 노선으로 주목받고 있다”며 “포항 영일만항이 동북아 물류 거점으로 도약할 수 있도록 행정적·제도적 지원을 지속하겠다”고 밝혔다.

Gyeongsangbuk-do Province has begun full-scale efforts to develop Pohang Yeongilman Port into a Northeast Asian maritime logistics hub in preparation for the era of the Northern Sea Route (NSR).
Gyeongsangbuk-do Province announced on the 3rd that it signed a multilateral Memorandum of Understanding (MOU) at the conference room of Pohang Yeongil New Port Corporation (PICT) to establish an international logistics cooperation system centered around Yeongilman Port.
The signing ceremony was attended by approximately 30 representatives from six organizations, including Choi Young-sook, Director of the East Sea Rim Regional Headquarters of Gyeongsangbuk-do Province; Kim Jeong-pyo, Director of the Pohang City Maritime Affairs and Fisheries Bureau; Min Kyung-soo, President of Pohang Yeongil New Port Corporation; Kim Seong-tae, CEO of Korwell; and Russian representatives Yevgeny Zurablev, ASEAN Regional Director of RusTrans Group; and Yevgeny Rusetsky, Vice Chairman of ICIE.
This agreement is part of a strategic collaboration aimed at developing the Northern Sea Route and jointly responding to the changing trade environment in Eurasia. The participating organizations agreed to collaborate on building an international logistics network linking Russia, the Commonwealth of Independent States (CIS), and the Asia-Pacific region, centered around Pohang's Yeongilman Port.
Key areas of cooperation include: 1) developing a new route between Pohang's Yeongilman Port and Russian Far East ports; 2) establishing an international logistics system linked to the Northern Sea Route; 3) developing a common market for containers and project cargo; and 4) jointly developing ship repair, repair, and operation (MRO) and port service industries.
Corwell Co., Ltd., a participant in the agreement, has been active in the Southeastern region's international shipping agency and shipping brokerage since its establishment in 1986. RusTrans Group is a forwarding and ship operation company with a network across Russia. Through this agreement, both companies plan to further develop their logistics cooperation with Yeongilman Port.
Gyeongsangbuk-do Province expects this agreement to be a turning point, expanding its international logistics infrastructure through public-private, private-public, and corporate cooperation and realizing the potential of Yeongilman Port's connection to the Arctic Sea Route.
Meanwhile, in preparation for the era of the Arctic Sea Route, the province is pursuing plans to expand Yeongilman Port to 32 berths and develop it into a multi-energy port powered by wind and hydrogen. Furthermore, the province plans to pursue strategies to foster related industries, including revitalizing the international cruise tourism industry and establishing an AI-based polar industry cluster.
Choi Young-sook, Director of the East Sea Rim Regional Headquarters of Gyeongsangbuk-do Province, stated, "The Arctic Sea Route is gaining attention as a key maritime logistics route connecting trade between Northeast Asia and Eurasia. We will continue to provide administrative and institutional support to help Pohang's Yeongilman Port become a Northeast Asian logistics hub."
