임업직불제는 산림의 공익기능 유지와 증진에 기여하는 임업인의 역할을 보상하고 상대적으로 낮은 임가 소득을 보전하기 위해 도입된 제도다.
지급 대상은 2019년 4월 1일부터 2022년 9월 30일까지 임야를 대상으로 임업경영체 등록을 완료한 산지에서 실제로 임업에 종사하는 임업인과 농업법인이다.
특히 올해는 신청 절차가 간소화됐다. 지난해 직불금을 신청한 임가 가운데 등록 정보에 변동이 없는 경우 오는 3월 31일까지 스마트폰을 통해 간편하게 신청할 수 있다.
온라인 신청은 3월 4일부터 4월 30일까지 ‘임업-in 통합포털’을 통해 가능하며, 방문 신청은 4월 1일부터 4월 30일까지 산지 면적이 가장 넓은 소재지의 읍·면 행정복지센터에서 접수하면 된다.
직불금 신청을 위해서는 연간 90일 이상 임업 종사 실적과 연간 120만 원 이상의 임산물 판매 실적 등 자격 요건을 증빙해야 한다. 특히 육림업 직불금은 신청일 기준 직전 10년 이내 실적만 인정되므로 신청 시 주의가 필요하다.
안홍모 예천군 산림녹지과장은 “대상자들이 기간 내 신청해 혜택을 받지 못하는 일이 없기를 바란다”며 “신청 전 임업경영체 등록 정보에 변경 사항이 있는 경우 반드시 사전에 변경 신청을 완료해 달라”고 당부했다.
