경산시(시장 조현일)는 행정안전부가 주관한 2026년 ‘안부 살핌 우편 서비스’ 공모사업에 최종 선정됐다고 밝혔다.
‘안부 살핌 우편 서비스’는 인구구조 변화로 1인 가구가 증가하고 사회적 관계망이 약화되는 현실에 대응해 사회적 고립 위험이 있는 가구를 선제적으로 발굴하고 지원하기 위해 추진되는 사업이다.
경산시에 따르면 현재 지역 내 1인 가구는 5만9,918세대로 전체 가구의 45.5%를 차지하고 있으며, 특히 사회적 관계망이 취약한 중·고령 1인 가구가 증가하면서 고립과 돌봄 공백에 대한 우려가 커지고 있다. 이에 따라 지역 차원의 선제적 대응과 촘촘한 사회안전망 구축의 필요성이 제기되고 있다.
시는 이러한 사회 구조 변화에 대응해 중장년층 1인 가구 등을 우선 대상으로 선정하고, 오는 4월부터 12월까지 총 2,700만 원의 사업비를 투입해 사업을 추진할 계획이다. 사업비는 국비와 지방비가 각각 50%씩 지원된다.
이번 사업은 우정사업본부와 협력해 지역 우체국의 집배 네트워크를 활용하는 것이 특징이다. 집배원이 정기적으로 대상 가구를 방문해 종량제 봉투와 생필품 등 맞춤형 물품을 전달하면서 안부를 확인하고 생활 상황을 살피는 방식으로 운영된다.
서비스는 대상자의 생활 패턴에 맞춰 매주 또는 격주 단위로 탄력적으로 운영되며, 집배원이 배송 과정에서 확인한 특이 사항을 회신해 위기 징후를 상시 모니터링한다. 이상 징후가 발견될 경우 읍면동 맞춤형 복지서비스와 즉시 연계해 필요한 지원이 이뤄질 수 있도록 할 방침이다.
경산시 관계자는 “1인 가구가 증가하는 시대적 흐름 속에서 단순한 물품 전달을 넘어 정기적인 접촉과 돌봄이 중요한 사회안전망 역할을 한다”며 “우체국과의 협업을 통해 복지 사각지대를 촘촘히 살피고 고독사 예방과 사회적 고립 문제 해결에 기여할 수 있도록 사업을 충실히 추진하겠다”고 말했다.
조현일 경산시장은 “이번 사업을 일회성 지원에 그치지 않고 지역 내 고립 위험 가구를 체계적으로 발굴·관리하는 상시 돌봄 체계로 발전시켜 나가겠다”며 “행정과 지역사회, 공공기관이 함께하는 협력 기반을 강화해 시민 한 분 한 분의 삶을 세심하게 살피는 따뜻한 복지행정을 실현하겠다”고 강조했다.

The growing number of single-person households, particularly middle-aged and elderly individuals with weak social networks, is raising concerns about isolation and the potential for care gaps. This calls for proactive local response and the establishment of a robust social safety net.
In response to these social structural changes, the city will prioritize single-person households, particularly middle-aged and older adults, and will invest a total of 27 million won in the project from April to December. The national and local governments will each provide 50% of the funding.
This project is characterized by its collaboration with the Korea Post and the utilization of local post office delivery networks. Postal workers will regularly visit eligible households, delivering customized items such as volume-based envelopes and daily necessities, while checking on their well-being and monitoring their living conditions.
The service will operate flexibly, on a weekly or biweekly basis, tailored to the individual's lifestyle. Postal workers will continuously monitor for signs of crisis by reporting any unusual occurrences during delivery. If any abnormalities are detected, they will immediately connect with the local, township, or neighborhood welfare services to ensure the necessary support is provided.
A Gyeongsan City official stated, "In a time when single-person households are on the rise, regular contact and care, beyond simple delivery of goods, serve as a crucial social safety net." They added, "Through collaboration with the post office, we will closely monitor blind spots in welfare services and faithfully implement this project to contribute to preventing lonely deaths and resolving social isolation."
Gyeongsan Mayor Cho Hyun-il emphasized, "This project will not be limited to one-time support, but will be developed into a permanent care system that systematically identifies and manages households at risk of isolation within the region. We will strengthen the foundation of cooperation between the administration, local communities, and public institutions to realize a compassionate welfare administration that meticulously cares for the lives of each and every citizen."
