노동청, 만촌동 천공기 사고 원인은 "기계적 결함?"

【브레이크뉴스 대구 】이성현 기자= 지난 4일 ㈜태왕이앤씨가 시공하는 대구 수성구 만촌동 소재 ‘만촌역 지하연결통로 및 출입구 설치공사’ 현장에서 발생한 ‘천공기 전도 사고’는 기계적 결함에에 기인해 발생한 것으로 추정된다고 대구지방노동청(이하 노동청)이 밝혔다.

노동청은 11일 배포한 자료를 통해 이같이 밝히면서 천공기에 대한 추가적인 조사를 진행하는 것과 더불어 기존 천공기를 교체할 것을 적극 지도했다고 덧붙였다. 노동청은 또, 사고 발생 직후 현장으로  출동, 사고 원인에 대한 조사 및 안전보건감독을 실시했다고도 강조했다.  다만, 노동청은 천공기 사고의 원인이 단순히 기계적 결함 추정이라는 워딩을 사용, 확실하게 밝혀진것은 아니라는 지적과 함께 원인을배포할 만큼 조사가 완료됐는지와 정확하게 이뤄졌는지에 대한 의문은 남아 있다.

황종철 대구고용노동청장은 “이번 감독 결과를 바탕으로 유사 재해가 재발하지 않도록 해야 한다.”면서 “향후 실시 예정인 관내 ㈜태왕이앤씨 시공 현장에 대한 불시감독 시 건설기계 적정 관리 여부를 중점적으로 확인하고 산업안전보건법령 등에 따라 엄중하게 조치해야 할 것”이라고 말했다. 

노동청은 사고 발생 경위 조사와는 별도로 사고 발생 현장 내 ㈜태왕이앤씨 등 원·하청 4개 사에 대한 안전보건감독을 실시했는데, 조사를 통해 안전난간 미설치, 분전반 외함 접지 미실시 등 산업안전보건법 위반 사항 7건이 적발됐다. 노동청은 이에 대하여 사법처리를 진행 중이며 유해위험방지계획서 관리 미흡 등 3건에 대하여는 과태료 1천290만원을 부과했다고 밝혔다.

Regardless of the circumstances surrounding the accident, the Ministry of Employment and Labor conducted safety and health inspections of four primary and subcontractors, including Taewang E&C, at the accident site. The investigation uncovered seven violations of the Occupational Safety and Health Act, including failure to install safety railings and failure to ground the distribution panel enclosures. The Ministry of Employment and Labor announced that it is currently pursuing legal action and has imposed a fine of 12.9 million won for three violations, including inadequate management of the hazard prevention plan.
