대구 북구, ‘찾아가는 주민참여예산학교’ 운영

【브레이크뉴스 대구】진예솔 기자=대구 북구가 주민참여예산제에 대한 주민들의 이해를 높이고 참여 기반을 확대하기 위해 ‘찾아가는 주민참여예산학교’를 운영한다.

북구청에 따르면, 3월부터 4월까지 노인, 장애인, 여성, 청년, 주민단체 등을 대상으로 ‘2026 찾아가는 주민참여예산학교’를 집중적으로 운영할 계획이다.

이번 교육은 주민참여예산제의 운영 전문성을 높이고, 주민들이 예산 편성 과정에 직접 참여할 수 있도록 준비됐다. 특히 노인, 장애인, 여성, 아동, 청소년 등 사회적 취약계층은 물론 청년, 도시재생 마을조합원, 주민참여예산위원, 공무원 등 다양한 계층을 대상으로 맞춤형 강의가 진행된다.

첫 교육은 지난 10일 북구 노인복지관에서 열렸으며, 어르신 30여 명이 참여했다. 이날 교육은 구청 주민참여예산 담당 직원이 직접 강사로 나서, 주민참여예산제의 개념과 주민 제안 방법, 그리고 제안 절차 등에 대해 설명하고 교육자료와 홍보영상도 함께 소개했다.

북구청은 앞으로 노인(정보화교육장), 여성(다문화가족센터), 아동·청소년(북구청소년회관), 장애인(장애인체육재활센터), 도시재생 마을관리 사회적협동조합 등을 찾아가 총 12차례의 교육을 진행할 예정이다. 또한 5월에는 공무원을 대상으로 한 특별 교육도 실시한다.

배광식 북구청장은 “찾아가는 주민참여예산학교를 통해 주민들이 제도의 취지와 제안 방법을 정확히 이해하고, 다양한 의견이 예산 편성 과정에 반영되길 기대한다”며 “주민과 함께 예산을 만들어가면서 우리 동네의 변화를 직접 체감할 수 있도록 하겠다”고 말했다.

According to the Buk-gu District Office, the "2026 Visiting Participatory Budget School" will be held intensively from March to April for seniors, people with disabilities, women, youth, and community groups.

This training program is designed to enhance expertise in participatory budgeting and enable residents to directly participate in the budget planning process. The first training session was held on the 10th at the Buk-gu Senior Welfare Center, with approximately 30 seniors participating. The training was led by a staff member in charge of the participatory budgeting system. The instructors explained the concept of the participatory budgeting system, how to submit proposals, and the proposal process, along with educational materials and promotional videos.

The Buk-gu Office plans to conduct a total of 12 training sessions, visiting seniors (Information Technology Education Center), women (Multicultural Family Center), children and youth (Buk-gu Youth Center), people with disabilities (Sports Rehabilitation Center for the Disabled), and the Urban Regeneration Community Management Social Cooperative. Special training for public officials will also be held in May.

Buk-gu Mayor Bae Gwang-sik stated, "Through the on-site Resident Participatory Budgeting School, we hope to help residents understand the purpose of the system and how to propose proposals, and to ensure that diverse opinions are reflected in the budget planning process. We will work with residents to develop the budget so that they can directly experience the changes in their neighborhoods."
