【브레이크뉴스 대구】진예솔 기자=김대현 수성구청장 예비후보가 구도심 재개발·재건축을 중심으로 한 ‘그레이트 수성’ 구상을 제시하며 수성구 미래 30년 청사진을 내놓았다.
김 예비후보는 노후 주거지 정비를 신속하게 추진하기 위해 금융·건축·도시계획·법무 전문가로 구성된 태스크포스(TF)를 가동하고, 용적률 상향과 기부채납 완화 등을 통해 사업성을 확보하는 ‘수성형 수익모델’을 적용한 준공영 개발 방식을 추진하겠다고 밝혔다.
이번 공약은 구도심 정비를 통해 주민 자산 가치를 높이고 주거·상업·문화가 결합된 지속 가능한 도시 구조를 만드는 데 목적이 있다. 대상 지역은 범어지구와 수성지구 등 노후 단독주택지와 지산·범물·시지 일대 노후 아파트 단지다.
김 예비후보는 “수성의 격에 걸맞은 차원이 다른 실력으로 수성구의 미래 30년을 다시 설계하겠다”며 “관리형 행정에 머무르지 않고 전문가들이 참여하는 TF를 즉시 구성해 신속종합계획을 수립하겠다”고 말했다.
이어 “용적률 상향과 합리적인 기부채납 완화, 준공영 개발 모델을 통해 재개발·재건축이 실제로 빠르게 추진되도록 행정적·재정적 지원을 집중하겠다”며 “주민과 함께 투명하고 책임 있게 사업을 추진하겠다”고 강조했다.
김 예비후보는 구청장에 당선될 경우 우선 전문가 10~15명 규모의 TF를 구성하고, 범어·수성지구 등 주요 대상지의 토지 소유 구조와 건축 상태, 주민 현황 등을 조사해 ‘신속종합계획’을 마련하겠다고 밝혔다. 이어 권역별 주민 설명회와 온라인 자료 공개 등을 통해 사업 추진 과정을 주민과 공유하겠다고 덧붙였다.
또 6개월 이내 지구별 개발 시나리오와 사업성 분석을 담은 종합 계획을 마련하고, 대구광역시와 협의해 지구단위계획 지침 개선 등 규제 완화를 추진할 계획이다. 이후 1~2개 권역을 시범 사업지로 선정해 민관 협력 개발 모델을 적용하겠다는 구상이다.
김 예비후보는 “수성구가 다시 대한민국 최고의 주거 도시로 자리 잡을 수 있도록 구도심 재생을 통해 도시 경쟁력을 높이겠다”고 말했다.
