더불어민주당 조상호 세종시장 예비후보가 17일 청년 정책을 주제로 한 제5차 공약을 발표하며 “청년이 성장하고 정착하는 도시 구조를 완성하겠다”라고 선언했다.
조 후보는 세종시가 전국에서 가장 젊은 도시임에도 불구하고 양질의 일자리 부족과 주거 불안정 등으로 인해 청년들이 떠나는 ‘연어 도시’가 되고 있다고 진단하며, 단순 지원을 넘어 ‘기회를 책임지는 도시’로의 전환을 강조했다.
조 후보는 우선 분산된 청년 정책을 통합하고 실행력을 높이기 위해 세종시 ‘청년청’ 설립을 추진한다. 이와 함께 시장 직속의 청년 정책 전담 특별보좌관을 임명해 청년들의 목소리를 시정에 즉각 반영할 방침이다.
또한 ‘세종 청년 공론장(아고라)’을 운영하여 청년들이 정책 결정 과정에 주도적으로 참여하는 직접 민주주의 구조를 만들겠다는 구상이다.
청년 경제 자립을 위한 일자리 대책도 내놓았다. 조 후보는 세종시 전략산업과 연계해 2030년까지 전문 일자리 5,000개를 창출하겠다고 약속했다.
특히 관내 3개 대학과 연합한 ‘세종문화기술(CT)융합원’을 신설하여 국립박물관단지 등과 연계된 디지털 콘텐츠 R&D를 추진한다. 이를 통해 대학과 기업, 공공기관이 하나로 묶인 세종시만의 특화된 청년 성장 생태계를 조성하고 창업 액셀러레이터 과정을 통해 초기 자금과 멘토링을 지원할 계획이다.
주거와 보육 등 정착 기반 강화안도 구체화했다. 청년들의 안정적인 주거권 보장을 위해 ‘청년기본주택’ 1,000호를 공급하고, 1~2인 가구에 최적화된 장기 거주형 모델을 도입한다.
아울러 공공산후조리원 건립과 함께 365일 24시간 운영되는 의료 지원 체계 및 긴급 돌봄 서비스를 확장하여 청년들이 가정을 꾸리고 정착하는 데 어려움이 없도록 지원할 예정이다.
사회 초년생들을 위한 ‘기회 책임제’도 눈에 띈다. 세종에서 학교를 졸업한 청년들에게 인턴십, 직무 교육, 취업 연계 중 최소 한 가지 이상의 기회를 도시가 보장하는 제도다.
조 후보는 이를 뒷받침하기 위해 국립종합대학교와 한국예술종합학교, 한국폴리텍대학 유치를 추진해 교육과 산업, 취업이 선순환하는 도시를 만들겠다는 포부를 밝혔다.
