이번 일제 정비는 ‘하천 및 계곡 내 불법점용시설에 대한 조사 강화’에 따른 전국 단위 점검으로, 하천·계곡 주변에 만연한 고질적 불법 행위를 근절하고 국민 불편 해소와 안전사고 예방을 도모하기 위해 실시된다.
군은 변인순 부군수를 단장으로 건설과, 산림녹지과, 환경위생과, 재난안전과 등 관계 부서가 참여하는 TF를 구성해 오는 3월 31일까지 1차 전수조사를 실시하고, 6월 중 2차 조사를 통해 정비 실효성을 높일 계획이다.
조사 대상은 국가·지방·소하천은 물론 세천, 구거, 산림계곡 등 사각지대까지 포함되며, 평상, 그늘막, 방갈로, 가설건축물, 데크, 불법 경작, 물건 적치 등 각종 불법 점용시설 전반에 대해 집중 점검이 이뤄진다.
군은 불법행위가 확인될 경우 원상복구 명령을 내리고, 미이행 시 고발 및 행정대집행 등 강력한 조치를 취할 방침이다. 특히 불법행위 반복을 차단하기 위해 부당이익을 초과하는 과징금 부과도 병행할 계획이다.
