이춘희 예비후보, 세종 재정 위기론에 "구조적 불합리" 반박

세종시 재정난을 둘러싼 모라토리움 논란이 격화되는 가운데, 이춘희 더불어민주당 세종시장 예비후보가 "파산이 아닌 제도적 한계"라며 재정 구조 개혁을 핵심 대안으로 내놓았다.

이 예비후보는 캠프 유튜브 '공약 족집게 대담'에서 재정 위기 상황을 인정하면서도 "필수 사업조차 예산 부족으로 주저하는 현실이지만, 이를 모라토리움으로 직결짓는 건 과도하다"고 일축했다. 

그는 단층제 구조로 광역·기초 역할을 동시에 수행하는 세종의 특수성을 문제의 본질로 꼽으며 "두 가지 임무에 맞는 재정 배분이 필수"라고 주장했다.

세수 감소와 지출 급증도 주요 원인으로 분석했다. 취득세 등 지방세입이 줄어든 데 비해 공공시설 관리비 등 필수 지출이 폭증한 탓에 불균형이 심화됐다는 지적이다. 

재정 운용의 우선순위 설정 실패도 비판하며 "어려울수록 법정 의무와 민생 사업부터 챙겨야 한다"고 강조했다.

대안으로 보통교부세 산정 공식 개선, 중앙정부 협의 강화, 지출 구조 재편을 제시했다. 특히 취약계층 지원 확대를 약속하며 "시민 소통으로 재정 우선순위를 재정립하겠다"고 밝혔다.

이 예비후보는 "이번 논쟁이 세종 재정의 근본 개혁 계기가 돼야 한다"며 위기 공방을 넘어 구조 정상화로 나아갈 것을 촉구했다.
