이번 조치로 지자체장과 교육감은 물론, 소속 공무원들도 교양강좌, 사업설명회, 공청회, 직능단체 모임, 체육대회, 경로행사, 민원상담 등 각종 행사를 직접 열거나 후원할 수 없게 됐다. 통·리·반장 회의 참석도 마찬가지로 금지된다.
또한 지자체장의 정당 관련 활동에도 제약이 생긴다. 정당의 정강·정책 홍보, 정치행사 참석, 선거사무소와 선대위 방문 등이 모두 허용되지 않는다.
이와 함께 정당이나 후보자 명의로 진행되는 선거여론조사도 같은 기간 실시할 수 없다.
다만 법령에 따라 반드시 진행해야 하는 행사나 특정 시기에 하지 않으면 목적을 달성할 수 없는 사업, 재난·재해 구호 및 복구 활동, 직업지원교육, 유상 교양강좌, 주민자치센터 주관 강좌, 긴급 민원 처리 등은 예외적으로 가능하다.
선관위 관계자는 “관련 규정을 위반할 경우 공직선거법에 따라 제재를 받을 수 있으니 각별히 유의해달라”고 당부했다.
