최근 중동발 원료 수급 불안 우려가 확산되면서 종량제 봉투 사재기 현상이 전국적으로 나타나는 가운데, 경기 파주시가 시민 불편을 최소화하기 위한 공급 안정화 대책을 긴급 가동했다.
파주시에 따르면 평소 하루 평균 약 7만 6천 매 수준이던 종량제 봉투 공급량은 최근 언론을 통해 원료 부족과 가격 인상 가능성이 언급되면서 수요가 급증했다.
이에 시는 공급량을 기존 대비 1.5배인 11만 2천 매까지 확대했지만, 일부 지역에서는 여전히 품귀 현상이 이어지고 있는 상황이다.
시는 특정 판매소에 수요가 집중되는 현상을 완화하기 위해 판매소별 주문 수량을 제한하고, 물량을 지역 전반에 균형 있게 배분하는 방식으로 공급 체계를 정비했다.
보다 근본적인 해결을 위해 제조사 2곳을 추가 확보한 시는 오는 4월 14일부터 공급량을 대폭 확대할 계획이다.
이 조치가 시행되면 하루 공급량은 약 18만 매 수준으로 늘어나, 평상시 대비 약 2.3배 규모까지 확보될 전망이다.
아울러 쓰레기 배출량이 많은 시설을 위한 한시적 대안도 마련됐다.
기존에는 요양원과 병원에 한해 허용되던 ‘투명 비닐봉투와 대형폐기물 스티커’를 활용한 배출 방식을 학교, 유치원, 군부대 등 다량 배출 사업장까지 확대 적용해 종량제 봉투 부족 상황에 대응하기로 했다.
일각에서 제기된 가격 인상 가능성에 대해 파주시는 “현재로서는 인상 계획이 전혀 없다”고 명확히 밝혔다.
시 관계자는 “불안 심리를 이용한 사재기는 오히려 지역 사회 전체의 불편을 가중시킨다”며 시민들의 자제를 당부했다.
현행법에 따르면 종량제 봉투를 대량으로 사들인 뒤 무단으로 판매하거나 유통할 경우 최대 300만 원 이하의 과태료가 부과될 수 있다.
시는 부정 유통이나 판매 거부 사례가 발생할 경우 즉시 신고해 줄 것을 요청했다.
파주시 관계자는 “현재 모든 행정력을 총동원해 공급 안정화에 집중하고 있다”며 “공급이 정상화될 때까지 필요한 만큼만 구매하는 성숙한 시민 의식이 절실하다”고 강조했다.
