파주시의회, 기후취약계층 지원 조례 원안가결

파주시의회가 기후변화로 인한 피해가 사회적 약자에게 집중되는 문제를 해결하기 위한 조례를 제정했다.

파주시의회는 제262회 임시회 자치행정위원회에서 손성익 의원이 대표 발의한 「파주시 기후격차 해소 및 기후취약계층 지원에 관한 조례안」을 원안가결했다.

폭염과 한파 등 극한기상 현상이 잦아지면서 고령자, 저소득층 등 취약계층의 피해가 갈수록 커지고 있으며 냉난방 시설이 열악한 환경에 놓인 이들일수록 기후변화의 직격탄을 맞을 수밖에 없는 구조이고 이처럼 기후위기의 충격이 계층에 따라 불균등하게 나타나는 현상을 '기후격차'라 부르는데, 방치할 경우 사회·경제적 불평등을 더욱 심화시킬 수 있다는 우려가 높아지고 있다.

이번 조례에는 기후취약계층을 체계적으로 보호하기 위한 핵심 내용이 담겼다. 

기후격차 해소를 위한 시책의 기본방향을 설정하고 시장의 책무를 명문화했으며, 정기적인 실태조사를 통해 정책 수립의 근거를 마련하도록 했으며 또 관계 행정기관 및 복지기관과의 협력체계를 구축하고, 주거환경 개선과 냉·난방비 지원 등 실질적인 재정지원 근거도 포함됐고 아울러 시민을 대상으로 한 기후교육 운영 및 지원 규정도 담겼다.

이번 조례가 주목받는 이유는 기후위기를 단순한 환경 문제가 아닌 사회적 형평성과 복지의 문제로 접근했다는 데 있으며 기후위기 대응 과정에서 발생하는 불평등을 완화하기 위한 정책 틀을 지방정부 차원에서 선제적으로 갖췄다는 평가다.

조례안을 대표 발의한 손성익 의원은 "기후위기는 사회적 약자에게 더 큰 피해로 돌아오는 구조적인 문제"라며 "이번 조례를 통해 파주시가 기후격차 해소와 기후취약계층 보호를 위한 정책을 체계적으로 추진할 수 있을 것으로 기대한다"고 말했으며 이어 "앞으로도 기후위기 대응 과정에서 누구도 소외되지 않도록 지속적인 지원에 힘쓰겠다"고 강조했다.
