도의원·회계 전문가 등 결산검사위원 14명 위촉…
4월 29일까지 20일간 집행 적정성 정밀 점검
충남도의회가 지난해 도청과 교육청의 예산 집행 내역을 면밀히 살펴보기 위한 ‘2025회계연도 결산검사’ 체제에 본격 돌입했다.
충남도의회는 10일 도의회 국제회견장에서 결산검사위원 위촉식을 개최하고, 충청남도와 충청남도교육청의 살림살이를 점검할 14명의 전문가를 위촉했다고 밝혔다.
이번 결산검사위원단은 풍부한 행정·의정 경험과 전문성을 두루 갖춘 인사들로 꾸려졌다. 윤기형(논산1·국민의힘), 이재운(계룡·국민의힘), 홍기후(당진3·더불어민주당) 도의원을 포함해 공인회계사 1명, 세무사 3명, 전직 공무원 3명, 예산회계 전문가 4명 등 총 14명이 참여한다.
대표위원으로는 윤기형 의원이 선임되어 검사 과정을 총괄하게 된다.
검사 대상은 일반회계와 특별회계, 기금 등을 모두 합쳐 약 17조 원 규모에 달한다. 위원들은 4월 10일부터 29일까지 20일간 예산 집행의 적법성과 효율성, 재정 운영의 합리성 등을 집중적으로 검토할 계획이다.
위촉식에서 홍성현 의장은 “결산검사는 지난 1년의 재정 활동을 마무리하고 내실 있는 미래 예산을 준비하는 핵심 절차”라며 “예산이 당초 목적에 부합하게 쓰였는지, 낭비되거나 관행적으로 집행된 사례는 없었는지 도민의 시각에서 철저히 파악해 달라”고 주문했다.
윤기형 대표위원은 “막대한 규모의 예산이 투입된 만큼, 편성 취지에 맞는 실질적인 성과가 있었는지를 가려내는 것이 이번 검사의 핵심”이라며 “축적된 데이터와 면밀한 서류 분석을 통해 심도 있는 검증이 이뤄질 수 있도록 위원들과 함께 최선을 다하겠다”고 의지를 밝혔다.
