경기도의회 여성가족평생교육위원회 장민수 의원(더불어민주당, 비례)이 대표발의한 ‘경기도 청소년 인공지능 윤리교육 활성화 지원 조례안’이 지난 4월 21일 열린 제389회 임시회 제1차 여성가족평생교육위원회를 통과했다.
이번 조례안은 생성형 인공지능 확산으로 청소년의 AI 활용이 일상화되는 가운데, 허위정보 생성과 알고리즘 편향 등 윤리 문제에 대응하기 위한 제도적 기반 마련을 목표로 추진됐다.
조례안은 지원 대상을 경기도에 거주하는 청소년으로 규정하고, 학교 밖 청소년을 우선 지원할 수 있도록 했다. 또한 도지사의 책무와 실태조사 근거를 명시하고, ▲AI 윤리교육 프로그램 개발·운영 ▲연구 및 교육자료 개발 ▲지도자 역량 강화 등 관련 사업 추진 근거를 담았다.
장민수 의원은 “현재 인공지능 윤리교육은 학교 중심으로 이뤄지고 있어 학교 밖 청소년은 교육 사각지대에 놓여 있다”며 “모든 청소년이 인공지능을 올바르게 이해하고 책임 있게 활용할 수 있도록 체계적인 지원이 필요하다”고 강조했다.
이어 “인공지능 활용은 이미 일상이자 핵심 역량이 됐다”며 “윤리교육이 뒷받침되지 않으면 허위정보 확산이나 디지털 범죄 등 부작용이 발생할 수 있다”고 지적했다.
그러면서 “이번 조례를 통해 청소년이 책임 있는 디지털 시민으로 성장할 수 있는 기반이 마련될 것으로 기대한다”고 밝혔다.
한편 해당 조례안은 제389회 임시회 제2차 본회의에서 최종 의결될 예정이다.

The ‘Ordinance on Support for the Activation of Artificial Intelligence Ethics Education for Youth in Gyeonggi Province,’ proposed by Representative Jang Min-su (Democratic Party of Korea, Proportional Representation) of the Gyeonggi Provincial Assembly’s Women, Family, and Lifelong Education Committee, passed the 1st meeting of the Women, Family, and Lifelong Education Committee during the 389th Extraordinary Session held on April 21.
This ordinance was pursued with the goal of establishing an institutional foundation to address ethical issues, such as the generation of false information and algorithmic bias, as the use of AI by youth becomes commonplace due to the spread of generative AI.
The ordinance defines the beneficiaries as youth residing in Gyeonggi Province and allows for priority support for out-of-school youth. Furthermore, it specifies the Governor’s responsibilities and grounds for fact-finding surveys, and includes provisions for promoting related projects, such as the development and operation of AI ethics education programs, research and development of educational materials, and leadership capacity building. Council Member Jang Min-su emphasized, “Currently, AI ethics education is centered around schools, leaving out-of-school youth in an educational blind spot,” adding, “Systematic support is necessary so that all youth can properly understand AI and utilize it responsibly.”
He continued, “The use of AI has already become a part of daily life and a core competency,” pointing out that “without supporting ethics education, side effects such as the spread of false information or digital crimes may occur.”
He further stated, “I expect that this ordinance will lay the foundation for youth to grow into responsible digital citizens.”
Meanwhile, the proposed ordinance is scheduled to be finally approved at the second plenary session of the 389th extraordinary session.
