안산도시공사한마음노동조합은 10일 “윤화섭 안산시장은 안산도시공사의 경영정상화를 하루빨리 보장하라” 제목의 성명을 발표했다.
이 노동조합은 성명에서 “안산도시공사의 사장 직무정지 사태가 40일째 다가오면서 공사는 혼돈의 늪으로 빠져들고 있다. 사장 직무대행체제의 리더십은 이미 무너졌고 직원들은 업무에 대한 집중력을 잃은 채 불안과 초조함 속에 하루하루를 보내고 있다. 또한, 사장직무대행은 A본부장이 고위간부일 때 입사한 사위를 승진시키려는 '줄서기 승진'에 그저 좌시하고 있다는 소문들이 파다하며 직원들의 사기가 바닥에 떨어지고 있다. 이 같은 사태의 지속은 공사의 경영 안정성을 심각히 훼손함은 물론 공공시설 운영 서비스의 질 악화로 이어져 대형 안전사고 등으로 번지지 않을까 심히 우려된다“고 지적하면서 ”이러한 공사의 경영 안정성을 훼손하는데 기인한 사장에 대한 직무 정지 처분이 위법·부당한 것이라면 안산시는 하루 빨리 취소해야한다. 안산시의 위법·부당한 처분으로 안산도시공사의 경영 안정성을 훼손한다면 마땅히 책임을 져야 할 것이다. 안산시는 안산도시공사 직원 약 800명도 안산시민이며, 공사는 이들의 소중한 직장이라는 것을 잊지 말아야 한다. 안산시장은 사태의 심각성을 인식해 하루빨리 공사의 경영정상화를 보장할 것“을 촉구했다.
이어 “안산시장은 박영근 사장직무대행의 직무를 정지시키고 철저히 수사해야 한다”고 강조하면서 “첫 번째는 장상신길지구 주자창 부지와 관련한 보상·토목업무 직원을 채용하는 면접과정에서의 박영근 사장직무대행의 부적절한 발언이다. B본부장은 외부 심사위원들에게 “우리 안산도시공사 보상부분은 이런 사람을 뽑고 싶다. 저희가 생각하는 부분을 이해해 달라. 경험이 많은 사람을 채용하고 싶다”는 취지의 발언을 한 것으로 확인됐다. 설상가상 박영근 사장직무대행은 '조금은 편법적인 생각을 가지자. 점수표에 바로 기재하지 말고 옆에 메모지에다 먼저 검토를 하자. 우리 (안산도시공사) 부장의 생각을 한 번 들어봐 주었으면 좋겠다'는 등 마치 특정인물을 내정해 놓고 심사를 하는 듯한 인상을 짙게 남긴 것으로 전해졌다. 우리공사 채용과정의 객관성과 투명성을 훼손하는 발언 수위는 도를 넘어섰다“고 피력하고 ”두 번째는 안산시로부터 현물출자를 받는 과정에서의 부적절한 행위이다. 사장 직무대행자인 박영근본부장은 지난 11.6일 팀장급 이상 공사 간부 50여명이 모여 공사의 주요현안과 사업들을 논의해야 할 통합회의석상에서 치적인 양 자랑하면서 스스로 자신의 범죄행위를 폭로하는 발언을 했고 요지는 아래와 같다. 또한 “ 안산도시공사 노동조합은 B본부장 관련 기사에 대한 입장을 표명하라”고 촉구하면서 “안산도시공사 노동조합은 지금까지 사측 비위사실 및 공정한 경영에 대해 매우 적극적으로 대응해 왔으며, 안산시에 감사를 요구하는 상황까지 끌어왔다. 하지만 공사가 대행체제에 들어서면서 지금까지의 행보와 확연히 다른 모습으로 이중적 행보를 보이고 있다. 기사를 통해 B본부장의 문제점이 제기 되고 있음에도 안산도시공사 노동조합은 침묵으로 일관함으로써 지금까지 보여온 행보에 대한 진실성은 물론 선택적 정의를 택하고 있는 것은 아닌지 의심하지 않을 수 없다. 이러한 의심을 벗기 위해서라도 B본부장 관련 기사에 대한 입장 표명 및 B본부장 해명 요구에 적극 나설 것”을 요구했다.
