민생당 이수봉 서울시장 예비후보는 16일 기자회견을 갖고 “‘투기 없다’는 SH 셀프조사, 누가 믿겠는가? 억울한가? 그러면, 서울시 감독 아래 시민사회단체 참여하는 외부조사위원회 구성하라!”고 요구했다.
이수봉 후보는 “SH(서울주택도시공사)가 지난 3월 12일 임직원과 가족의 부동산 투기 의혹에 대한 셀프조사 결과를 내놨습니다. 2명만이 내부정보 등을 이용해 투기를 벌였는데, 이에 대해서는 이미 1~2년 전에 자체 감사에서 적발해 검찰 고발과 징계 결정을 내렸다고 합니다. LH와 달리 SH는 깨끗하다는 것입니다”고 지적하면서 “평상시라면 믿고 싶습니다. 하지만 그럴 수 없습니다. 현 정권은 ‘소득주도성장’이 아니라 ‘불로소득 주도성장’을 부추겼습니다. ‘내로남불’을 공공연히 획책한 정권입니다. 정권이 바뀌면 연례행사처럼 벌이던 공공부문 기강 확립 시늉도 하지 않았습니다. 2년이 넘게 청와대 공식직제상의 특별감찰관도 공석으로 두고 있는 정권입니다”고 비판했다.
이어 “공공부문의 자정능력 자체가 땅바닥으로 곤두박질쳤습니다. LH는 곪아 터져 삐져나온 상징적인 사건일 뿐이고 빙산의 일각이라는 게 저희 세바삼 캠프의 생각입니다. 과장이라고 하지 마십시오. 불신을 키운다고 하지 마십시오. SH 셀프조사와 SH 자정능력은 신뢰를 얻을 수 없습니다. SH 감사실 주관으로 시행된 이번 셀프조사는 세대분리 가족이 조사대상에 포함되지 않았다는 한계도 지니고 있습니다”고 강조하고 “이런 불신이 억울하다면, 서울시와 SH가 할 일은 따로 있습니다. 시민사회단체 전문가들이 참여하는 외부조사위원회를 구성하는 것입니다. 어떤 조직의 내부 셀프조사가 자정능력을 의심받을 경우, 해당 조직 외부 이해관계자의 힘을 빌리는 것이 정공법입니다. 신용이 부족한 사람이 신용보증기구 등을 통해 신용을 보강하는 것처럼 말입니다”고 강조했다.
또한 “서울특별시 SH 설립운영 조례 제2조는 “SH는 공사의 경제성과 공공복리를 위하여 운영하여야 한다”고 돼 있습니다. 제36조는 서울시장이 공사의 사무를 감독하게 하고 있고 “시장이 별도로 정하는 사항”에 대해 시장의 승인을 받도록 하고 있습니다. 제37조는 “시장은 공사의 업무, 회계 및 재산에 관한 사항을 검사할 수 있고 필요한 보고를 요구할 수 있다”고 돼 있습니다“고 설명하고 ”이들 규정이 가리키는 방향은 한 가지입니다. 서울시 감독 아래 시민사회단체를 포함한 외부전문가와 이해관계자들이 참여하는 조사위원회를 가동하는 것입니다. 이것만이 서울시민이 품는 의혹과 불신에 대해 서울시와 SH가 보이는 책임 있는 태도입니다.
