허경영 국가혁명당 명예 대표는 6월 1일 “만약, 내년 3월 9일에 실시되는 제20대 대통령 선거에 당선된다면 대통령 취임식을 동작동에 있는 국립서울현충원에서 거행하겠다”고 주장했다.
허경영 명예 대표는 이날 “제1회 호국위령제 겸 대통령취임식을 국립서울현충원에서 거행함으로써, 목숨까지 바쳐가며 피와 땀으로 대한민국을 지켜 온 애국선열과 순국선열, 호국영령들의 숭고한 희생을 피눈물로 기념할 것이다.”라고 피력했다.
김동주 국가혁명당 기획조정실장은 “모든 국민들이 중산층 이상으로 사는 허경영의 중산주의는 호국영령들의 피와 땀의 희생을 바탕으로 부민강국(富民强國)의 대한민국을 건설하자는 것”이라며 “국립서울현충원에서 허경영대통령 취임식을 하는 것은 특히 부정부패로 자신의 배를 채우는 예산 도둑을 확실히 척결하고 예산 70% 절약해 국민들에게 반환하겠다는, 단호한 의지 표명을 선열들 앞에서 고(告)하는 것이다.”라고 강조했다. 김동주 실장은 “목숨까지 희생하며 나라를 지켜 온 호국영령들에게 평상시에도 경의(敬意)와 감사하는 마음을 늘 간직하지는 못할망정, 오히려 예산을 도둑질하며 국민들에게 피눈물을 강요하는 탐관오리들을 척결하고, 국가예산 70%를 절약해, 허경영의 33혁명정책의 진수인 중산주의를 달성해야할 것”이라고 덧붙였다.

국립서울현충원은 서울특별시 동작구 동작동 관악산 줄기로 약 144만㎡(44만 평)의 대지에 설립되었으며, 무명용사 11만여 위를 비롯하여 모두 17만 9천여 위의 순국선열과 호국영령들이 잠들어 있다. 정부는 현충일과 6.25 전쟁일, 제2 연평해전 등이 있는 6월을 '호국보훈의 달'로 정하고, 현충일과 6.25, 제2 연평해전의 정부기념식을 국가보훈처 주관으로 개최하고 있다. 6월 한 달을 '추모의 기간(6월 1일 ~ 10일)', '감사의 기간(6월 11일 ~ 20일)', '화합과 단결의 기간(6월 21일~30일)'으로 나누어 기간별 특성에 맞는 호국·보훈행사를 추진하고 있다.
