지난 9월 9일 출범한 이주영과 함께하는 ‘경남의힘정책포럼’이 첫 정책보고서 「경남 발전 비전과 미래」를 5일 출간했다. 이 포럼측은 보도자료에서 “이 정책보고서를 5일 국민의힘 전당대회에서 최종 결정된 당 대선후보에게 전달하고, 대선 경남지역 공약 채택 및 수립에 참고하도록 요청했다”면서 “‘이주영과 함께하는 정책 에세이’를 부제목으로 한 이 정책집은 제1장 서론, 제2장 경남 발전 정책 비전, 제3장 경남 발전 미래 2040, 제4장 경남 발전 정책 분야별 구상, 제5장 결론 등 5장으로 구성돼 있다. 부록에 지난 포럼 출범식과 남부권, 서부권 등 3차에 걸쳐 진행된 정책세미나 자료를 실었다”고 알렸다. 아래는 이 보도자료의 주요 내용이다.
포럼은 이 정책집에서 경남도정 철학으로 ‘희망을 품은 생활’, ‘미래가 안정된 경남’, ‘모두가 소중한 경남’을 정하고, 경남도정 4대 비전으로 ‘산업·일자리 혁신 경남’, ‘희망·안전 경남’, ‘미래선도·글로벌 경남’, ‘상생·신거버넌스 활력 경남’을 제시했다.
이와 함께 ‘개인소득 전국 3위, 인구 500만 경남시대’라는 담대한 비전과 ‘4차 산업혁명시대 산업환경 및 일자리 혁신’과 ‘3중 통합복지로 경남형 생애보장 커뮤니티형 복지 실현’, ‘기후와 환경 변화, 팬데믹에 대응하는 안전 경남’, ‘글로벌 경남, 세계가 찾는 경남’, ‘한일해저터널의 비전과 구상’, 경남 1시간 생활권으로 지역상생과 광역교통 생활·물류 혁신‘, ’미래 사회변화를 주도하는 일·학습·복지의 창의미래형 경남‘ 등의 정책 추진을 경상남도 정책결정권자에게 당부했다.

정책 분야별 구상에서 한국형 원전산업 복원과 초소형 원자로 개발로 산업·일자리 부흥, 플랫폼 노동자 등 근로조건 사각지대 취약노동자 지원, 회복·치유 지원을 위한 ‘경남뉴스타트센터’ 설립, 진해신항 조기 건설과 경남항만공사 설립, 세계 최고(World Best) 초고층 해양타워 건립과 신해양시대 남해안 르네상스로 경남 부흥 견인, 대규모 스마트팜 단지 조성, 경남 지역균형발전 상생도시망 구축 등 4개 분야 18개 전략을 제시했다.
경남도내 대학 교수와 전문가 20여명은 지난해 6월 이주영 전 해양수산부장관와 함께 ‘경남비전4.0 연구모임’을 만들어 경남의 현재와 미래에 대해 함께 고민하며 토론하고 연구해 왔다.
연구모임은 각계 도민들의 현장 목소리를 듣기 위해 지난 9월 9일 ‘경남의힘정책포럼’을 출범시켰다. 연구모임이 정책싱크탱크라면, 포럼은 일종의 정책네트워크다.
정책보고서는 포럼 출범을 계기로 출간한 1차 결과물로, 그동안 축적된 많은 연구실적 중 코로나19 팬데믹 이후 시대에 선제적으로 대응할 경남의 비전과 미래 전략을 간추려 엮였다. 포럼은 종합보고서를 따로 준비하고 있다.

지난 10월 14일 2차 남부권(거제·통영·고성), 3차 10월 27일 서부권(진주·사천·남해·하동·산청·함양·거창·합천) 정책세미나를 개최한 ‘경남의힘정책포럼’은 오는 11월 9일 김해에서 4차 중·동부권(김해·밀양·함안·창녕·의령) 정책세미나를 갖는다. 정책보고서 출판기념을 겸해 열리는 4차 세미나는 정책집 집필진과 지역 관련 전문가 등이 참여해 북콘서트 형태로 진행된다.

The ‘Gyeongnam Power Policy Forum’ with Lee Joo-young, launched on September 9, published the first policy report ‘Gyeongnam Development Vision and Future’ on the 5th. In this policy book, the forum set 'life with hope', 'Gyeongnam with a stable future' and 'Gyeongnam where everyone is precious' as the Gyeongnam provincial philosophy in this policy book. ‘Safe Gyeongnam’, ‘Future-Leading Global Gyeongnam’, and ‘Coexistence/New Governance Vitality Gyeongnam’ were presented.
At the same time, the bold vision of 'Gyeongnam era with the nation's 3rd largest individual income and population of 5 million', 'Industrial environment and job innovation in the era of the 4th industrial revolution', and 'Realization of Gyeongnam-style life security community welfare through triple integrated welfare', ' ‘Safety Gyeongnam in response to climate, environmental change and pandemic’, ‘Global Gyeongnam, Gyeongnam the world is looking for’, ‘Vision and concept of the Korea-Japan Undersea Tunnel’, Coexistence with the region and wide-area transportation life and logistics innovation with a one-hour living area in Gyeongnam’, He asked policy makers in Gyeongsangnam-do to promote policies such as 'Gyeongnam, a creative future of work, learning, and welfare that leads future social change'.
In the initiative by policy sector, the restoration of the Korean nuclear power plant industry and the revitalization of industries and jobs through the development of micro-reactors, support for vulnerable workers in the blind spots of working conditions such as platform workers, and establishment of the 'Gyeongnam New Start Center' for recovery and healing support, early construction of Jinhae New Port, and Gyeongnam Port Authority 18 strategies were presented in 4 areas, including the establishment of the world's best high-rise maritime tower, the revitalization of Gyeongnam through the renaissance of the southern coast in the new maritime era, the creation of a large-scale smart farm complex, and the establishment of a win-win city network for balanced regional development in Gyeongsangnam-do.
About 20 professors and experts from universities in Gyeongnam Province formed the ‘Gyeongnam Vision 4.0 Research Group’ with former Minister of Oceans and Fisheries Joo-young Lee in June of last year to discuss and study the present and future of Gyeongnam together.
The research group launched the ‘Gyeongnam Power Policy Forum’ on September 9 to hear the voices of local residents from all walks of life. If research groups are policy think tanks, forums are a kind of policy network.
The policy report is the first result published on the occasion of the forum's launch, and among the many research achievements accumulated over the years, Gyeongnam's vision and future strategies to preemptively respond to the post-COVID-19 pandemic are intertwined. The forum is preparing a separate comprehensive report.

‘Gyeongnam Strength Policy’ held the 2nd Southern region (Geoje, Tongyeong, Goseong) policy seminar on October 14th, and the third Western region (Jinju, Sacheon, Namhae, Hadong, Sancheong, Hamyang, Geochang, Hapcheon) on October 27th. Forum' will hold the 4th policy seminar in the central and eastern regions (Gimhae, Miryang, Haman, Changnyeong, and Uiryeong) in Gimhae on November 9th. The 4th seminar, held to commemorate the publication of the policy report, will be held in the form of a book concert with the participation of the policy book writers and local experts.
