이번 본회의를 통과한 ‘민원 처리에 관한 법률 일부개정법률안’은 코로나19로 비대면 행정 수요가 커지는 환경을 고려하여, 국민이 행정기관을 방문 하지 않아도 민원처리가 가능하도록 전자 민원창구를 설치?운영할 수 있는 법적 근거를 마련했다.
이번 개정안의 통과로 국민은 행정기관을 방문할 필요 없이 민원 서비스 이용에 대한 편의를 제공 받을 수 있게 되었으며 ‘수의사법 일부개정법률안’도 같은 날 국회 본회의를 통과했다.
서 의원은 반려동물을 양육하는 가구 수의 증가와 동물 진료에 대한 수요가 높아지고 있으나, 동물 소유자(보호자) 등이 수술과 같은 중대 진료 전에 수의사로부터 충분한 사전 설명, 동의 및 진료비용 등을 고지받지 못하는 실정을 개선하고자 ‘수의사법 일부개정법률안’을 지난 2월, 대표 발의 한 바 있다.
이번 본회의에 ‘수의사법 일부개정법률안’이 통과함에 따라 수의사는 동물 소유자(보호자) 등에게 중대 진료 이전에 그 필요성 등을 설명하고 동의받아야 하며, 이를 위반할 경우 과태료를 부과받을 수 있어 보호자의 권리가 한층 강화되었다.
