먼저 한 해 동안 지역 발전을 위해 적극적인 협조와 성원을 보내주신 군민 여러분과 맡은 바 직무에 최선의 노력을 다해 준 공직자 여러분께 감사드립니다.
지난 2년은 눈에 보이지 않는 '코로나19'와의 긴 전쟁으로 모두가 어렵고 힘든 시간을 보냈습니다.
각종 다중이용시설은 휴업과 재개업의 반복으로 생계의 위협을 받았고, 경로당, 체육시설의 반복되는 휴관으로 군민들의 생활은 불편의 연속이었습니다.
위드코로나 정책과 함께 1일 최대 14명의 확진자 발생에 이어 연일 확진자가 이어지면서 울진도 코로나19로부터 더 이상 안전하지 않게 되었습니다.
그러나, 우리는 포기하지 않았고, 의료진의 헌신과 군민들의 성숙한 공동체 의식으로 위기상황을 잘 이겨내 왔습니다.
군에서도 방역조치 장기화로 피해가 누적된 소상공인과 일자리분야, 취약계층 등의 어려움을 조금이나마 해소하기 위해, 정부정책에 발맞추어 군민 42,400명에게 106억 원의 코로나 상생 국민지원금을 지급했으며, 위기가구 긴급복지지원, 소상공인 공설시장 사용료 3개월분 66% 감면, 사업자등록기준 카드수수료 최대 50만원을 지원하였습니다.
정부의 위드코로나 정책에 따른 단계적 일상회복은 코로나와 공존을 전제로 예방접종 및 방역을 안정적으로 관리하면서 일상회복을 향해 나아가는 것입니다.
우리군에서도 마스크 쓰기 등 기본적인 방역지침을 유지하고, 지속가능한 방역·의료대응 체계로 추진해 나갈 것입니다.

저를 비롯한 우리 700여 공직자는 수많은 어려운 여건 속에서도 울진의 미래를 위한 걸음을 늦추지 않고 힘차게 달려왔습니다.
먼저, 모든 군민이 함께 꼭 이루어야 할 대한민국 최고의 친절도시 이미지 구축을 위해 공무원을 대상으로 전 직원 전화친절도 조사 모니터링을 실시하고 부서평가와 개인평가를 하였으며, 또한, 친절홍보 콘텐츠를 제작하여 홍보에 만전을 기하고 있으며, 친절교육 전문강사 양성 및 교육을 통해 친절 분위기 확산과 다가오는 '울진 방문의 해'를 대비한 준비에 철저를 기하고 있습니다.
저출생 극복과 모든 군민이 소외됨이 없이 더불어 함께 행복한 지역사회를 위해 울진군립추모원 개원, 울진군 보훈회관, 매화·온정 어린이집 그린리모델링, 치매안심요양병원 증축, 구산보건진료소 신축, 보건소 공공건축물 그린 리모델링공사를 준공하였으며, 후포보건지소는 내년 1월까지 완공할 계획입니다.
지역거점 공공병원인 울진군의료원 우수의료진 확보를 위해 지속 노력하고, 경상북도 제1호 공공산후조리원을 운영, 의료원현대화사업 마무리, 기능보강사업을 통해 질 높은 의료서비스를 제공하도록 하였습니다.
또한, 취약계층의 손과 발이 되어주는 생활민원 기동처리반을 확대 운영하였으며, 울진의료원 취약계층 기초진료비 100% 지원, 저소득층 맞춤형 싱크대 지원사업, 저소득층 에너지효율 개선사업 등 우리 지역만의 맞춤형 복지 시책도 계속해서 추진하고 있습니다.
지역경제 활성화를 위해 지난해 8월 발행한 『울진사랑카드』는 12월 24일 현재 21,256명 가입에 327억원 사용이라는 실적을 만들어 냈습니다.
치유ㆍ힐링관광 완성을 위한 대형 관광인프라 사업도 하나하나 마무리하고 있습니다.
'죽변 해안스카이레일', 백암 숲 체험교육장 및 생태공원 개장, 염전해변 관광자원화, 왕피천공원 문화관 환경개선 및 테마공원, 월송정 무장애나눔길, 울진 전통문화 교육회관 건립과 십이령길 역사문화관 조성 등을 준공하였으며,
또한, 해양관광 인프라 구축을 위해 국가 거점형 후포국제 마리나항 2단계 마무리와 마리나항 활성화를 위해 노력하였고, 울진해양레포츠센터와 사동항 레저선박 계류시설을 활용 국민소득 4만불 해양레저시대를 대비하여 철저히 준비하고 있습니다.
그리고, 도민체전과 각종 대회유치를 위해 흥부생활체육공원, 군민체육관 리모델링, 야구장 및 축구장 환경개선, 남울진·왕피천 파크골프장을 준공하였습니다.
특히, 내년 울진마린CC 골프장 개장에 따른 관광ㆍ체육 인프라의 획기적인 확충으로, 오고 싶고, 머물고 싶은 동해안 최고의 관광지 면모를 갖춰나가고 있습니다.
아울러, 군민의 쾌적한 생활환경 조성을 위해 식품ㆍ공중위생업소 대민서비스 교육 확대와 코로나19로부터 안심하고 이용할 수 있는 '안심식당' 지정, 어린이 급식관리지원센터를 운영하였습니다.
군민의 에너지 비용절감을 위해 도시가스 배관망 설치 및 LPG 소형저장탱크 보급, 신재생에너지 지원사업도 계속해서 확대해 나가고 있습니다.
맑은 물 공급을 위해 평해정수장 침전지 리모델링, 울진읍, 기성·북면 지역 지방상수도 급수구역 확장 및 소규모수도시설 지방상수도 전환사업으로 14개리 705세대에 추가적으로 안정적인 생활용수를 공급할 수 있게 되었습니다.
또한, 재해예방과 주민 친수공간 조성을 위한 부구천 하류 도류제 설치공사, 생활하수의 안정적 처리를 위해 하당ㆍ사동 농어촌마을하수도 설치사업도 준공하였으며, 노후 하수관로 정비사업도 계획대로 추진하고 있습니다.
군민의 안전을 위하여 산불대응센터 건립, 군민안전보험 보장, 울진군 CCTV통합관제센터, 동물보호센터를 운영해 왔으며, 울진읍을 비롯한 침수지역 재해복구사업 등 태풍피해복구 사업은 내년 초 준공을 위해 최선을 다하고 있습니다.
북면, 기성, 금강송면 농촌중심지 활성화 사업, 죽변 주민복지센터 개·보수 사업은 준공하였으며, 평해읍 기초생활거점 육성, 죽변면 도시재생 뉴딜, 온정지구 맑은물 푸른농촌 가꾸기, 기성·북면 농어촌취약지역 생활여건 개조, 울진군 신활력플러스 사업 또한 차질없이 추진중에 있습니다.
온양IC에서 아영레미콘 구간 울진대로 4차선, 북면 도시계획도로개설 13개 지구, 연호근린공원 조성, 등기산 해복구공사 준공 등 시가지 정주여건도 획기적으로 개선하였습니다.
민선7기 소통행정?현장군정?비전울진의 군정목표 실천을 위해 코로나19로 소통이 어려운 점을 감안하여 울진의 모든 소리를 함께하는 언텍트 소통공간 SNS활성화로 (사)한국매니페스토 실천본부와 인천연구원이 공동으로 주최한 제12회 전국 기초단체장 매니페스토 경진대회 전자민주주의 강화분야에서 우수상을 받았으며, 195개 마을에 난청지역 해소와 위험상황에 대한 신속ㆍ정확한 정보 전달을 위해 휴대폰으로 송ㆍ수신이 가능한 스마트마을방송 시스템 구축사업은 내년 1월 준공할 예정입니다.
또한, 군민들의 목소리를 듣고 의견을 수렴하는'주민과의 대화 시간' 운영과 주민이 직접 참여하는 주민참여 공사감독관제, 주민참여 예산제 운영도 적극 추진하였습니다.
이러한 노력의 결과는 다양한 분야의 수상으로 꽃을 피웠습니다. 울진대게가 5년 연속, 울진금강송 송이가 4년 연속 '국가브랜드대상'을 받았고, '기초생활보장 사업 평가', '농업인대학 우수기관 발표경진대회', '경상북도 평생교육 추진시책 평가'에서 최우수상을 수상하는 등 17개 분야에서 수상하는 영예를 안았습니다.
