충남도의회가 도내 청년의 생활 안정 및 삶의 질 향상을 위해 ‘충청남도 청년 복지 지원에 관한 조례안’ 제정을 추진한다.
정병기 의원(천안3·더불어민주당)이 대표발의한 이번 조례안은 청년 복지 지원을 위한 ▲지원사업 및 범위 ▲중복 지원의 제한 ▲위임 및 위탁 사항 ▲협력체계 구축 등의 사항을 명시했다.
최근 5년간 충남에서 타 시도로의 ‘순이동’ 청년인구는 2019년을 기점으로 전입 대비 전출이 지속적으로 우위에 있으며, 대학 소재 지역에 취업하는 비율은 서울 65.3%, 부산이 57.3%인 반면, 충남은 22.1%로 전국 최하위 수준이다.
2020년 충청남도 청년통계 보고서에 따르면 충남지역 청년의 타 시도 전출 원인은 일자리(33.9%), 주택(26.5%), 가족문제(24.7%)에 이어 교육, 주거환경 등 복지 측면의 순으로 나타났다.
이에 따라 조례안은 청년의 주택임차 및 생활안정 비용과 건강검진·문화예술 향유 활동·경제적 자립을 위한 교육·상담 등도 지원할 수 있도록 했다.
정 의원은 “청년이 만족할 수 있는 일자리 지원 및 안정적 주거환경 조성, 청년주도 활동 지원을 통한 지역정착 유도, 청년의 신체적·정서적 건강 등 복지증진을 위한 다각적 지원을 통해 청년인구 유출을 막아야 한다”며 “이번 조례가 지역 청년의 복지증진에 기여할 것”이라고 밝혔다.
한편 조례안은 오는 15일부터 열리는 제335회 임시회에서 심의될 예정이다.
