희망브리지가 산불 피해의 구호 사각지대에 놓인 반려동물들을 위한 지원에 나섰다.
희망브리지 전국재해구호협회(회장 송필호)는 강원도 강릉과 삼척 등 동해안 일대에서 발생한 산불 피해로 안전을 위협받는 반려동물들을 지원하기 위해 23일 피해 지역 주민들에게 반려동물 재해구호세트를 전달했다.
2019년 강원도에서 발생한 대형 산불로 재난 시 반려동물의 안전대책에 대한 필요성이 대두되었지만, 2년이 지난 현재에도 재난으로부터 반려동물의 안전보호를 위한 정책은 미비하다. 행정안전부의 ‘애완동물 재난대처법’에도 애완동물은 대피소에 들어갈 수 없다고 명시됨에 따라 이번에 발생한 산불 현장의 반려동물들은 전소된 집에 묶여 있거나 거리를 떠돌고 있다.
이에 희망브리지 재난안전연구소는 재난 현장에 방치된 반려동물을 위해 강아지 재해구호세트와 고양이 재해구호세트 2종을 제작했다. 강아지 재해구호세트는 사료, 간식, 물티슈, 목줄, 담요, 배변패드 등 10종으로, 고양이 재해구호세트는 사료, 간식, 물티슈, 배변모래, 담요 등 11종으로 구성되어 있다.
희망브리지 김정희 사무총장은 “매년 대형 재난이 발생하고 있으나 동물의 안전은 고려되지 않는 것이 안타깝다”면서, “이번 재난현장에 제공된 반려동물을 위한 재해구호세트를 시작으로 동물에 대한 실효성 있는 재난 대책이 강구되기를 바란다”고 했다.
강아지 및 고양이 재해구호세트를 전달받은 동해시 이재민은 “산불로 정신이 없어 아무것도 준비를 못했는데, 반려동물 재해구호세트를 전달받아 너무 큰 도움이 된다”며 구호물품 전달에 대한 감사함을 전했다.
재난 구호모금 전문기관인 희망브리지 전국재해구호협회는 1961년 전국의 신문사와 방송사, 사회단체가 힘을 모아 설립한 순수 민간단체이자 국내 자연재해 피해 구호금을 지원할 수 있는 유일한 법정 구호단체다.
60년 동안 1조5천억 원의 성금과 6천만 점 넘는 구호물품을 지원했다. 특히 지난해 코로나19 극복 성금 1천22억 원을 모금해 3천7백만 점 가까운 물품을 방역 취약계층과 의료진, 치료시설 입소자 등에게 전달했다.
특히 공익법인 평가 기관인 한국가이드스타가 발표하는 공익법인 투명성, 재무안정성 평가에서 4년 연속으로 최고등급을 받는 등 국민 성금을 투명하게 배분하며 집행해 높은 신뢰를 받고 있다.
Hope Bridge has started supporting pets who are in the blind spot for relief from wildfire damage.
Hope Bridge National Disaster Relief Association (Chairman Pil-ho Song) delivered a companion animal disaster relief kit to the residents of the affected area on the 23rd to support companion animals whose safety is threatened by the wildfire damage that occurred on the east coast, including Gangneung and Samcheok, Gangwon-do.
The need for safety measures for companion animals in the event of a disaster due to a large wildfire that occurred in Gangwon-do in 2019 has been raised, but even now, two years have passed, the policy for safety protection of companion animals from disasters is insufficient. As the Ministry of Public Administration and Security’s “Pet Disaster Response Act” states that pets cannot enter shelters, companion animals at the scene of the fire are either tied to a burned-out house or wandering the streets.
Accordingly, Hope Bridge Disaster Safety Research Institute has produced two disaster relief sets for dogs and cat disaster relief sets for companion animals left at the disaster site. The dog disaster relief set consists of 10 items including feed, snacks, wet tissues, leash, blanket, and toilet pad, and the cat disaster relief set consists of 11 items such as feed, snacks, wet tissues, poop sand, and a blanket.
Hope Bridge Secretary-General Kim Jeong-hee said, “Even though large-scale disasters occur every year, it is unfortunate that animal safety is not taken into account. I hope it will be worked out.”
Victims of Donghae City, who received the dog and cat disaster relief kit, said, "I couldn't prepare anything because I was too busy with the forest fire.
Hope Bridge National Disaster Relief Association, an organization specializing in disaster relief funds, is a purely private organization established in 1961 by newspapers, broadcasters, and social groups across the country, and is the only legal relief organization that can support relief funds from natural disasters in Korea.
For 60 years, it has donated 1.5 trillion won and provided more than 60 million relief items. In particular, last year, they raised 12.2 billion won to overcome COVID-19 and delivered close to 37 million items to vulnerable groups, medical staff, and residents of treatment facilities.
In particular, it has been highly trusted by transparently distributing and executing public donations, such as receiving the highest grade for four consecutive years in the evaluation of public interest corporation transparency and financial stability announced by Korea Guide Star, an evaluation agency for public interest corporations.
