세종시의회 상병헌 의원(아름동)이 대표 발의한 ‘세종특별자치시교육청 입양교육 활성화 및 지원에 관한 조례 일부개정조례안’ 등 조례안 3건이 29일 제74회 임시회 2차 본회의에서 통과됐다.
‘세종시교육청 입양교육 활성화 및 지원에 관한 조례 일부개정조례안’에는 반편견 입양교육 프로그램과 관련된 학교장의 책무와 함께 반편견 입양문화 조성 및 확산을 위한 홍보활동과 전문기관 위탁 등에 대한 내용이 담겼다.
이번 조례 개정으로 입양 교육 활성화와 교육의 전문성 및 효율성 강화를 통해 건강한 입양문화 정착에 기여할 수 있을 것으로 전망된다.
또 이날 본회의에서 가결된 ‘세종특별자치시 입양가정 지원 조례 일부개정조례안’은 입양가정에 대한 지원 방안을 발굴 및 강화함으로써 건전한 입양문화를 조성하고 입양아동의 권익과 복지 증진에 초점을 맞추고 있다.
입양아동을 대상으로 어린이집‧유치원과 초등학생 및 중‧고등학생의 입학지원금 지원은 물론, 상해보험 가입비 지원이 주요 내용이다.
기존의 입양축하금 지원 역시 국비 사업 방식으로 지속됨에 따라 입양가정에 대한 지원이 대폭 강화돼 입양가정의 조속한 안정과 입양아동의 복지 증진에 크게 기여할 것으로 기대된다.
아울러 ‘세종시 정보문화산업 진흥에 관한 조례 일부개정조례안’ 통과로 정보문화산업 진흥위원회 구성 시 시의회가 추천하는 시의원을 둘 수 있는 근거를 마련했다.
