브레이크뉴스 정명훈 기자= 30일 코로나19 소상공인·자영업자 손실보상을 위한 2차 추가경졍예산안이 국무회의에서 의결됐다. 이에따라 손실보전금은 이르면 이날 오후부터 지급된다.
한덕수 국무총리 주재로 이날 오전 8시 정부서울청사에서 열린 임시 국무회의에서 62조원 규모의 추경안을 원포인트로 심의 및 의결했다.
한덕수 총리는 이번 추경에 대해 "논쟁이 있지만 우리 재정 사정이 풍부해지고 여유가 있을 때까지는 좀 어려운 사회적 계층을 잘 선택하고, 이들에 대한 우리의 정책을 조금 더 강화시키자 하는 것"이라며 "이번 추경은 그 목표를 향한 현 정부의 첫 구체적인 정책"이라고 강조했다.
국회는 앞서 29일 여야 합의로 62조원 규모의 추경안을 통과시켰다. 국회는 당초 정부가 제출한 추경예산 59조4000억원보다 2조6000억원을 증액시켰다.
이에 따라 코로나19로 피해를 입은 소상공인·자영업자들은 손실보전금을 최소 600만원에서 최대 1000만원까지 지급받게 된다.
손실보전금 지원 대상은 소상공인과 소기업, 매출액이 50억원 이하인 중기업 등으로 총 371만명이다.
중소벤처기업부는 이날 지원 대상인 소상공인·자영업자 등에게 손실보전금 신청 절차를 안내할 예정이다. 정부가 신속한 손실보전금 집행을 강조해온 것에 비춰보면 30일 오후부터 실제 지급이 이뤄질 것으로 전망된다.
중기부는 손실보전금을 신청할 수 있는 온라인신청시스템도 최대 180만명이 동시 접속할 수 있도록 개선하는 등 준비도 끝마쳤다.

Prime Minister Han Duck-soo said, "We want to choose the controversial but difficult social class until our financial situation becomes rich and affordable, and strengthen our policy on them a little more," stressing, "This supplementary budget is the first specific policy of the current government toward that goal."
The National Assembly passed an extra budget bill worth 62 trillion won by the ruling and opposition parties on the 29th. The National Assembly increased 2.6 trillion won from the original 59.4 trillion won supplementary budget submitted by the government.
As a result, small business owners and self-employed people affected by COVID-19 will receive at least 6 million won to up to 10 million won in compensation for losses.
A total of 3.71 million people are eligible for loss compensation, including small business owners and small businesses with sales of less than 5 billion won.
The Ministry of SMEs and Startups will guide small business owners and self-employed people who are eligible for support on the same day to apply for compensation for losses. Given the government's emphasis on rapid execution of loss compensation, actual payments are expected to take place from the afternoon of the 30th.
The Ministry of SMEs and Startups has also completed preparations to improve the online application system, which allows up to 1.8 million people to apply for loss compensation.
