[브레이크뉴스=이성용 기자] 젊은 후계 어업인에게 어촌계원 자격을 이양하고 은퇴하는 고령 어업인을 대상으로 지급하는 경영이양 직불제가 보다 현실적으로 개선된다.
정점식 의원은 지난 4월 8일 대표발의한 “수산업.어촌 공익기능 증진을 위한 직접지불제도 운영에 관한 법률 일부개정안”이 상임위의 심도 있는 논의를 거쳐 27일 본회의를 통과했다고 밝혔다.
해양수산부는 10년 이상 어촌계원 자격을 유지하고 있는 만 65세 이상 만 75세 미만인 어업인이 만 55세 이하의 후계 어업인에게 어촌계원 자격을 이양하고 은퇴할 시 연간 최소 120만 원에서 최대 1,440만 원의 경영이양 직불금을 지급하는 제도를 시행하고 있다.
그러나 실제 어업인들의 은퇴 준비연령은 통상 80세 이상인데 반해 제도는 직불금 수령 대상을 만 65세에서 만 75세 사이로 정하고 있어 동 제도가 현실을 반영하지 못하고 있다는 지적이 계속돼 왔다.
이러한 상황을 개선하기 위해 정 의원은 ▲2026년까지 한시적으로 신청 연령을 80세까지 확대함으로써 고령 어업인들의 적극적인 참여를 유도하고 ▲보다 전문성 있는 관리를 위해 시?군?구에서 관리?운영하도록 하는 내용을 담은 법안을 대표발의했다.
