송옥주 의원(더불어민주당)은 지난 10월12일 있었던 국방위 국감에서 “최근 5년간 장병들이 무차별적으로 중금속에 오염된 식수를 마시고 있다”고 주장했다. 오염원 개선에 340억원이 국고에서 지원됐다 하는데 적다는 것이다. 3.400억원은 돼야 한다. 40만 장병을 5년간 한 사람당 식수 개선을 위한 예산을 일수로 계산하면 하루 46, 57원꼴이다. 기가 찰 노릇이다. 유사시 최전선에서 외침을 막아내야 할 장병에게 깨끗한 물 한 그릇 제공 비용이 46원이라니. 잔말 필요 없다. 바로잡고 늘려야 한다.
국가은 예산이란, 우선순위와 불요불급을 따져야 하지만 국군장병 의식주를 최우선으로 해야 한다. 용산 미군이 해방 후 지금까지 기름과 오염물질을 하수구에 쏟아 부어 지하 개발을 못 할 정도로 중금속에 오염되어 흙이나 덮어 공원용지로 시민에게 돌려준다는 정부의 발표 이면에는 반감기가 10~30년이나 되는 비소 망간 납 석유에 함유된 톨루엔 등을 완전 제거가 불가능하기 때문이다.
필자는 일본의 후쿠시마 원전 500M까지 도쿄전력 노동자 유니폼을 구해서 입고 인근을 두 번이나 둘러보았다. 반경 30km에는 젊은 층이 살지 않았다. 대다수 센다이 근처로 집단이주 했다. 늙은 촌부들만 양배추 돼지고기볶음에 아이스 유리컵 맥주 한잔을 두 시간씩 마시고 죽쳐도 늙은 옥상(할머니) 주인은 눈치를 주지 않았다. 손님이 없다는 뜻이다. 우나기(장어) 요릿집과 호테루(호텔 모텔)은 위험도에 따른 근무시간을 3,5,7 시간을 나눠 들락거리는 도쿄전력 복구팀과 제염(制染) 엔지니어들이 장악하여 그 아귀 현장에도 빈인빈 부익부가 상존하고 있었다.
원전 폭발 현장에서 먼 곳은 산과 들을 포클레인이 깎아내 큰 마대에 담아 평평한 곳이 쌓아 놓으면 트럭들이 분주히 실어 날랐다. 땅은 지키려고 제염 작업을 하고 원전 오염수는 삼중수소 등 거르지 못하고 반감기가 긴 방사성 물질들을 해저터널 1km 밖으로 밀어낸다고 한다.
일본 방문 2차 르포에서 필자는 그 대안으로 오염수를 고형화 하여 피라미드 대여섯 개 만들면 해양 방출을 막을 수 있다고 제시했다. 막대한 예산을 아끼려 주변국에 50년이 넘게 걸릴 방사능 반감기를 무시한 채 나누어 먹자니 참으로 또 다른 경제적 침략임이 분명하다. 도덕은 이미 망가졌다.
10여 년 전에 전 세계를 발칵 뒤집었던 아르헨티나 다섯 살 아이사 카나라는 소녀의 사진을 보면 알 수 있다. 아르헨티나와 요즘 시끄러운 우크라이나는 팜파스와 분지 평원이라는 신의 축복을 받은 나라이다. 그 지평선 가물거리는 땅에 자본가와 과학자들은 GMO 유전자 콩을 심었다. 허용량의 두 배를 초과하는 농약을 비행기로 뿌려댔다. 인건비를 아끼려고 자행한 일이다. 한동안 외국은 아르헨티나 산(産) 콩에 대한 금수로 비토 했다. 아르헨티나 정부는 국제현물시장에서 왕따 당해 막대한 외채는 늘어갔다. 농업국가인 처지에 남미 좌파 산유국들의 원조 급감으로 극심한 경제난에 시달리고서야 대단위 플랜테이션 파밍 정책을 철회했다. 그 신뢰가 회복되지 않아 아르헨티나는 걸핏하면 시민들이 남비들고 거리로 뛰쳐나온다.
물량주의 농업 생산성을 내세워 농약의 화를 입은 아르헨티나의 참상은 현재진행형이다. 가련한 아이사의 멍한 눈을 들여다보면 글로벌 교역환경에 처해 있는 우리의 자식 손자와 손녀에게도 금방 닥칠 문제이며 식량자급도 26% 정도인 처지에 윤석열 정부는 ‘국민의 생명과 재산을 보호하는’ 일차적 책임의식을 가지고 국정의 마디마디를 협치로 국운 융성과 민족 화해의 디딤돌을 놓았으면 한다.
우리나라도 드론으로 농약을 뿌리는데 당장 금지해야 한다. 익충(益蟲)까지 전멸시켜 시골 비닐하우스에선 딸기 수분을 위해 벌통을 갖다 놓기도 한다. 아인슈타인이 벌을 다 죽이면 인간도 50년 이내에 전멸한다고 경고한 바 있다. 아이사를 점박이로 만들고 생식기능을 상실케 했으며 가족의 고통과 한 영혼을 무참히 파괴한 것은 농약의 과다 사용으로 인건비를 줄이고 수확량을 늘리려 한 경제적 탐욕에서 출발한 악덕 기업농 자본가의 무지와 무시 관통유착에서 출발한 것임은 주지의 사실이다.
농약의 사용은 풍요를 가져다주지만, 그 농사와 아무런 관계가 없는 지역민들에게 반인륜적 불치병을 안긴다는 측면에서 우리도 잔류농약 검사로 시중 유통 여부를 판결하는 농림부의 감시기능을 강화하고 아무리 비싸도 즉시 폐기 처분해야 대농(大農)의 잘못된 이기심에 철퇴를 가할 수 있다. 안전한 생산과 소비의 생태계를 유지할 길임을 지역구 농어촌 의원들은 명심할 일이다.
2024년 4월총선이 가까워지고 있다. 농촌 지역구 출신 송옥주 의원은 밝혔다. 40만 장병이 도처에서 오염된 식수를 마시고 있고, 1인당 하루 46원의 식수개선비로 생활하고 있다고 한다. 이 참에 관변단체 길거리투쟁 지원비를 대폭 삭감한다고 해서 광화문 4거리에서 자살할 국민은 한 사람도 없을 것이다. 줄을 서고 뭉치고 고르다 해서 정치판이 달라지지 않는다.
학업을 중단하고 또는 직업군인으로 근무하는 국군장병의 미래에 아이사 같은 자식이 생기지 말란 법이 없다. 농약보다 반감기가 길고 체내 축적으로 각종 암과 불치병을 야기하는 공업용 독소 물질에 우리의 자식을 맡길 수 없다. 납 카드뮴 망간 같은 물질은 제2의 방사성 물질이다. 체내 잠복기가 14~40년간이나 된다. 그 시간이면 피 끓는 우리의 애국청년들이 손자를 볼 수 있는 기간이다. 즉, 아무런 이유도 모른 체 자식이나 손자까지 중금속으로 인한 유전적 영향으로 비극이 서까래의 도둑처럼 언제라도 한 가정의 평화를 깨뜨리기에, 충분한 공포다.
나는 농사꾼으로 4대를 살다 상경한 사람이다. 시골에 가보면 선심성 예산을 뺏어온 지역은 사통팔달 도로 때문에 랜드 마크가 없어져 내비게이션이 없으면 고향 집도 못 찾아갈 지경이다. 정작 거주하는 늙은 농부들은 유모차 전동카를 타다가 비명횡사하는 케이스가 훨씬 많아졌다. 다른 측면에서는 서로 대들다가도 예산 끼워넣기에는 광어 도다리 눈뜨며 윙크하다가 애먼 고향의 부모들만 병원 침상에 실어 나르고 최소한의 자식들 도리도 못 해 통한의 혈연 끝장 드라마를 보이기도 한다.
예산의 우선순위와 불요불급을 따질 필요가 없다. 추경을 편성해서라도, 송옥주 의원이 발표한 국군장병 주둔지 및 생활관에 먹는 식수만이라도 먼저 날라주었으면 한다. 장병 하루 수질 개선비가 46,57원이라니. 이 돈으로 편의점 아메리카노 한잔 1200원의 밑바닥도 못 채우는 푼돈이다. 수십 년을 몸에 축적해놓고 반감기로 사라지기 전에 40만 국군장병 자신과 후손들에게 중독 및 유전병 참화를 막는 데 그리 많은 돈이 필요치 않다.

편의점 아메리카노 한잔 1,200원! 적어도 커피 한 잔 값 정도는 감당할 국력과 예산집행에 가능하다. 차일피일 떠넘기다 아르헨티나 아이사보다 더 많고 다양한 군부대 내 토양 지하수 오염으로부터 비닐우의라도 장병들에게 씌워주는 것은 대통령과 국회의원들의 공동책임이다. 시급하다! 국군장병 하루 식수 개선비가 46원이라니. 현 예산을 15배 정도 올리면 된다. 화내고 반대할 국민은 없다. 공기 다음으로 많이 마시는 물마저도 국가가 나 몰라라 하고 장병들에게 오염된 음용수를 마시라는 것은 권력자들의 일차적 책임 회피요 방기다. 차후 발생할 장병 후손의 건강 이상에 대한, 도적보다 더한 무관심성 상해 행위다. samsohun@naver.com
