환경정화선 ‘창원 누비호’ 본격 투입

[브레이크뉴스=이성용 기자] 창원특례시는 오는 2023년 2월부터 창원시 연안 313㎞를 누비며 해양쓰레기를 수거·운반하는 해양환경정화선 ‘창원 누비호’를 운영한다고 22일 밝혔다.

시는 바다 쓰레기의 효율적인 수거·처리를 위해 해양수산부에서 추진하는 2020년 도서 쓰레기 정화운반선 건조사업에 선정돼, 총 53억 원(국비 50%·도비 15%·시비 35%)의 사업비를 확보했다.

창원 누비호는 「환경친화적 선박의 개발 및 보급 촉진에 관한 법률」 시행에 따라 하이브리드 추진기관을 탑재한 창원 1호 환경정화선으로, 시는 순조로운 선박 건조 작업을 거쳐 지난 19일 경남 고성 ㈜미래중공업에서 진수식을 마치고 최종 점검 후 2023년 2월 중 본격 취항할 계획이다.

누비호는 길이 23.5m, 너비 8m, 깊이 3.1m로 99t(톤) 규모를 자랑하며, 속도는 최대 10노트(knot), 최대 승선 인원은 10명(상시근무 인원 4명)이다. 접안이 어려운 지역에는 누비호에 실려있는 작은 작업선을 활용해 효율적인 작업도 가능하다.

누비호는 창원시 연안 313㎞ 해안선과 도서 지역을 순찰하며 방치된 해양쓰레기와 폐스티로폼, 폐그물을 수거하는 역할을 한다. 유해생물 발생 시기에는 예찰과 예방 활동을 강화하고 구제작업 지원을 통해 어업피해를 최소화하는 작업에도 투입할 계획이다.

또한, 누비호는 해양 유류오염 상시 감시와 사고 발생 시 사고 현장에 투입해 현장실태 파악, 방제 작업 지원, 도서 주민에 대한 생활필수품 운반 등 해양환경 관련 행정업무 지원에도 활용된다.

제종남 해양항만수산국장은 “해양환경 정화뿐 아니라 다양한 행정수요에 맞게 누비호를 운영할 계획이며, 안전사고 없이 운항하도록 남은 건조 작업 감독에 최선을 다하겠다”고 말했다.

The Changwon Special City announced on the 22nd that it will operate the ‘Changwon Nubiho’, a marine environmental purification vessel that collects and transports marine debris along the 313 km coast of Changwon City from February 2023.

The city was selected for the 2020 island garbage purification carrier building project promoted by the Ministry of Maritime Affairs and Fisheries for efficient collection and treatment of marine garbage, securing a total of 5.3 billion won (50% from the government, 15% from the provincial government, and 35% from the city) .

The Changwon Nubiho is the Changwon No. 1 environmental cleanup vessel equipped with a hybrid propulsion engine in accordance with the enforcement of the 「Act on the Promotion of Development and Distribution of Eco-friendly Ships」. After the final inspection after the launching ceremony, it plans to start full service in February 2023.

Nubiho is 23.5m long, 8m wide, and 3.1m deep, weighs 99t (ton), has a speed of up to 10 knots, and can accommodate up to 10 people on board (4 people on duty at all times). In areas where berthing is difficult, efficient work is possible by using a small work boat carried on the Nubyho.

The Nubiho patrols the 313km coastline and island areas of Changwon City, collecting abandoned marine debris, waste Styrofoam, and waste nets. During the period of occurrence of harmful organisms, it is planned to reinforce surveillance and prevention activities, and to minimize damage to the fishery through relief work support.

In addition, Nubiho is also used for administrative work related to the marine environment, such as constant monitoring of marine oil pollution and dispatch to the site of an accident in the event of an accident, grasping the actual situation of the site, supporting control work, and transporting daily necessities to island residents.

Je Jong-nam, head of the Maritime Affairs and Ports and Fisheries Bureau, said, "We plan to operate the Nubiho not only to clean up the marine environment but also to meet various administrative needs, and we will do our best to supervise the remaining drying operations so that it can operate without safety accidents."
