브레이크뉴스 정명훈 기자= 이태원 참사를 수사해온 경찰청 특별수사본부(특수본)가 13일 수사 결과 발표를 끝으로 사실상 수사를 종결한다.
손제한 특수본부장은 이날 수사결과 브리핑을 통해 "이번 사고에 책임이 있는 기관인 경찰, 구청, 소방, 서울교통공사 등 24명에 대해 업무상 과실치사상 혐의 등으로 입건했고, 그 중 혐의가 중한 이임재 전 용산경찰서장, 박희영 용산구청장 등 6명을 구속 송치했다"고 밝혔다.
구속 상태로 검찰에 넘겨진 피의자는 이임재 전 용산서장, 박희영 용산구청장, 송병주 전 용산경찰서 112상황실장, 최원준 용산구 안전재난과장 등 4명이다.
정보보고서 삭제를 지시한 혐의를 받고 있는 박성민 전 서울경찰청 공공안녕정보외사부장, 김진호 전 용산서 정보과장는 이미 구속기소돼 재판을 앞두고 있다.
이와 함께 김광호 서울경찰청장, 최성범 용산소방서장 등 17명은 불구속 송치했다.
특수본은 할로윈을 맞아 이태원에 대규모 인파가 몰려 안전사고가 발생할 수 있음을 예상했음에도 예방조치를 소홀히 하거나, 사고 이후 적절히 대응하지 않아 인명피해를 키웠다면서 업무상과실치사상 등의 혐의를 적용했다.

특수본은 반면 이상민 행정안전부 장관이나 오세훈 서울시장, 윤희근 경찰청장 등에 대해선 별도의 조사를 하지 않았다고 했다.
행안부의 경우, 재난안전법상 특정 지역에 많은 사람이 운집할 수 있는 위험에 대해 구체적으로 주의해야할 의무가 부여돼 있다고 보기 어렵다며 수사에서 제외시켰다.
서울시에도 역시 마찬가지 이유를 적용했다. 시가 다중 운집에 대한 주의해야할 구체적인 의무가 없고, 용산구청 과실에 대한 구체적인 감독책임이 서울시에 있다고 보기도 어렵다고 했다.
경찰청의 경우에는 특정 지역에 인파가 쏠리는 행사의 안전관리는 자치경찰이 맡아야할 사안이라며 경찰청장에게 책임을 물을 수 없다고 판단했다.
이에 따라 고발·진정사건 총 29건에 대해 불송치(각하) 및 입건 전 조사 종결하기로 했다.
한편 특수본은 참사 현장 주변 CCTV와 목격자 등의 제보영상 총 180여개와 112신고자, 인근 업소관계자, 부상자 등 538명을 상대로 참고인 조사를 벌였으며 총 60여곳을 상대로 압수수색을 벌여 약 14만여개의 증거자료를 확보·분석한 결과라고 했다.
특수본은 향후 단계적으로 해산 절차를 밟게되며 일부 남은 의혹에 대해선 서울경찰청 강력범죄수사대와 경찰청 중대범죄수사과 등으로 넘기겠다고 밝혔다.
