브레이크뉴스 최애리 기자= 네이버웹툰이 웹툰·웹소설 저작권 보호 및 불법유통에 대응하는 사례를 공개해 이목이 집중됐다.
네이버웹툰은 지난 26~27일 양일간 국립현대미술관에서 열린 글로벌 저작권 보호·집행 담당자 회의에서 자사의 콘텐츠 보호 정책을 소개했다. 이 회의에는 미국, 일본을 필두로 베트남, 인도네시아 등 한국 콘텐츠 수출 주요 10개국 저작권 정책 담당자와 국내외 저작권 보호 전문가 등이 참여했다.
이 날 발표를 진행한 서충현 네이버웹툰 AI 프로텍션 리드는 “웹툰은 영상화를 중심으로 다양한 미디어믹스가 이루어지면서 엔터테인먼트 업계 내 존재감이 커지고 있고 시장이 커지면서 불법 콘텐츠 유통을 막는 것이 더욱 중요해지고 있다”며 웹툰 시장의 성장과 함께 등장한 불법 유통 문제의 심각성에 대해 설명했다.
이어 “웹툰 불법 유통 문제에 혁신적으로 대처하기 위해 네이버웹툰만의 불법 유통 방지 기술 ‘툰레이더’를 구축했고 이를 통해 웹툰 유료 콘텐츠 불법 유통을 줄이고 궁극적으로 창작자의 수익을 보호하고자 한다”며 ‘툰레이더’를 중심으로 한 저작권 보호 활동을 소개했다.
네이버웹툰은 2017년부터 자체 개발한 ‘툰레이더’를 통해 불법 복제자 추적 및 차단에 활용하고 있다. 툰레이더의 핵심은 웹툰 이미지에 보이지 않는 '사용자 식별 정보'를 삽입함으로써 최초 불법 유출자를 식별·차단하는 기술이다.
네이버웹툰의 자체 집계에 따르면 툰레이더 운영을 통해 웹툰 불법 유통 속도를 늦추는 성과를 얻었다. 툰레이더 도입초기에는 유료 콘텐츠 회차가 하루도 안되어 불법 사이트에 올라왔으나 현재는 최대 4주까지 지연시키고 있다.
또한 네이버웹툰에서 직접 콘텐츠를 불법 복제해 유통하는 해외 1차 불법 사이트에 올라온 네이버웹툰 콘텐츠는 지난해 9월 기준 같은 해 초 대비 약 30% 감소했다.
또한 툰레이더가 불법유통을 지연시켜 보호한 저작물의 권리를 경제적 가치로 환산 시 연간 최소 2,000억 원에 이른다. 불법 유통을 사전에 원천 차단한 경우까지 합하면 그 규모가 약 3,000억 원까지 늘어날 것으로 보고있다.
이밖에도 네이버웹툰은 검색어 차단과 콘텐츠 불법 유통 모니터링에 특화된 국내외 전문 업체 여러 곳과 파트너십을 맺고, 사내에 소셜 미디어 집중 모니터링 전문 조직과 저작권 침해 대응 TF를 구성해 저작권 침해에 즉각 대응하고 있다.
서충현 리드는 “진화하는 웹툰 불법 복제 및 유통 방식에 대응하기 위해 다양한 방법을 강구하고 있으며, 최근에는 불법 복제 활동의 징후를 포착하고 의심스러운 계정을 선제적으로 차단하는 머신 러닝 기술고도화에 집중하고 있다”며, “올해에는 북미 팀과 협업해 해외 불법 웹툰 사이트들에 대량 경고문을 보내는 프로젝트를 시작했고 실제로 해외 한 유명 불법 사이트에서 네이버웹툰의 영어 오리지널 작품이 모두 내려가는 성과를 얻었다”고 발표했다.
한편 이같은 발표에 현장에서는 “워터마킹은 일반적인 기술이지만, 이렇게 활용 하는 것은 처음 봤다”, “대규모 사용자를 생각하면 기술적으로 정말 대단하고 놀라운 성과” 등의 반응이 나오며 툰레이더 성과에 큰 관심을 보였다.

Led by the United States and Japan, copyright policy managers from 10 major countries that export Korean content, including Vietnam and Indonesia, and domestic and foreign copyright protection experts participated in the meeting.
Naver Webtoon AI Protection Lead Seo Choong-hyun, who made the announcement, explained the seriousness of the illegal distribution problem that emerged with the growth of the webtoon market, saying, "Webtoon's presence in the entertainment industry is growing and the market is growing."
"We have established Naver Webtoon's own illegal distribution prevention technology 'Tunradar' to innovatively cope with the problem of illegal distribution of webtoons, which aims to reduce illegal distribution of webtoons and ultimately protect creators' profits," he said.
Naver Webtoon has been using its own 'Tunradar' since 2017 to track and block illegal clones. The core of the Toon radar is a technology that identifies and blocks the first illegal leaker by inserting invisible "user identification information" into the webtoon image.
According to Naver Webtoon's own tally, the operation of the Toon Radar has resulted in slowing the illegal distribution of webtoons. In the early days of the introduction of Tunrader, paid content was posted on illegal sites in less than a day, but now it is delayed for up to four weeks.
In addition, Naver Webtoon content posted on the first illegal overseas site that illegally copies and distributes content directly from Naver Webtoon decreased by about 30% compared to the beginning of the same year as of September last year.
In addition, the rights of works protected by Tunrader by delaying illegal distribution amount to at least 200 billion won per year when converted into economic value. Including cases where illegal distribution is blocked in advance, the size is expected to increase to about 300 billion won.
In addition, Naver Webtoon has partnered with several domestic and foreign professional companies specializing in blocking search terms and monitoring illegal distribution of content, and has formed a social media intensive monitoring organization and a copyright infringement response TF.
"We are taking various measures to respond to evolving webtoon piracy and distribution methods, and recently, we are focusing on upgrading machine learning technology to detect signs of piracy and preemptively block suspicious accounts," said Seo Choong-hyun.
In response to the announcement, the site showed great interest in the performance of the Toon radar, saying, "Watermarking is a general technology, but I've never seen it used in this way," and "technically, it's a great and amazing achievement considering large users."
