브레이크뉴스 정명훈 기자= 발전공기업 한국수력원자력(이하 한수원)이 800억원 규모의 태양광 사업 운영관리 권한을 스스로 포기하고 민간업체에 이득을 몰아줬다는 의혹이 나왔다.
19일 박수영 국민의힘 의원실에 따르면 한수원은 전라남도 신안군 비금도 염전에서 ‘비금주민태양광 발전사업’을 진행하며 2019년 3월 민협동조합 등과 업무협약을 맺은 이후 2020년 5월 주주협약을 할 때까지 산업부 사전협의, 이사회 등에서 한수원의 역할인 ‘운영관리(O&M) 주관’을 강조했다. 주주협약서에도 ”O&M은 한수원이 우선적으로 수행할 권리를 가진다“고 명시했다.
그러나 착공을 4개월 앞둔 2022년 3월, 한수원은 정재훈 전 사장의 결재를 받아 O&M을 공사업체인 LS일렉트릭에 넘기는 변경주주협약을 체결했다.
O&M을 통한 예상수입은 계약상 최초 연도에 33억원이며 매년 2%씩 증가해 20년 추산 약 800억원 규모이다. 이러한 권한을 민간업체에 스스로 내준 셈이다.
특히 O&M을 민간업체 넘겼다는 사실은 이사회에 보고되지도 않았다.
이에 박수영 의원은 "한수원이 800억원 규모의 권리를 민간업체에 넘기는 과정에서 석연치 않은 점이 보인다"며 "결국 공사와 운영관리를 모두 맡은 민간업체가 사업 이득 대부분을 가져가게 됐다"고 지적했다.
이어 "민간에 수익을 몰아준 의혹이 있는 이재명 민주당 대표의 백현동 사건과 유사하다"면서 "한수원의 의사결정과 결재 과정에서 배임 소지가 있는지 살펴봐야 할 것"이라고 말했다.
