김효숙 세종시의원, 노란우산공제 희망장려금 지원 확대 촉구

김효숙 세종시의원이 소상공인 지원정책의 전반적 개선을 요구하고 나섰다.

세종시의회 예산결산위원회 김효숙 위원은 23일 세종시 경제정책국을 대상으로 한 2023년도 제2회 추경예산심의에서 노란우산공제 희망장려 예산 축소를 지적하며이같이 요구했다.

김효숙 위원은 “시가 노란우산공제 희망장려금 지원예산을 올해 기정액 5억원에서 3억원으로 2억원을 감액편성 했는데, 가입자의 중도해지 증가 및 신규 가입 감소 추세라는 것이 그 이유”라며 “그만큼 고물가·고금리로 소상공인의 어려움이 커지고 있는데 시는 장려금을 감액할 것이 아니라, 액수 확대하거나 더 많이 가입할 수 있도록 노력해야 한다”고 말했다.

세종시가 제출한 자료에 따르면, 시는 노란우산공제 신규가입자 중 연매출 3억원 이하 소상공인 대상으로 가입일로부터 매월 2만원 씩 1년간 지원된다. 신규가입자는 2022년 1805명에서 2023년(9월 현재) 1544명으로 14.46% 감소했고, 해지 및 탈퇴는 2022년 653명에서 2023년 975명(9월 현재)으로 322명이 늘었다.
