존경하는 대덕구민 여러분!
그리고 공직자 여러분!
갑진년(甲辰年) 새해가 밝았습니다.
새해에도 여러분 모두의 건강과 가정에 행운이 가득하시기를 기원합니다.
국내외적으로 모두가 어려운 상황이나 새해에는 경제도 활기를 되찾고, 사회 다방면에서 살맛 나는 일들이 많아지기를 바라봅니다.
지난 해 우리는 3년 넘게 우리의 일상을 잔뜩 움츠리게 만들었던 코로나19 팬데믹을 극복하고 평온을 되찾았습니다.
끝이 보이지 않던 코로나19라는 터널을 무사히 통과할 수 있었던 것은 17만 구민들의 성숙한 시민의식이 있었기에 가능한 일이었습니다.
사회라는 공동체를 위해 개인적 불편함을 감수해 주신 구민 여러분께 감사의 말씀을 드립니다.
아울러, 지난해 관내에서 발생한 한국타이어 화재사고와 전세사기 피해로 인해 아직까지도 고통받는 분들을 위해 끝까지 함께 고민하고 문제 해결을 위해 노력할 것을 약속합니다.
2023년 우리는 어려운 상황 속에서도 대덕의 미래가치 창출을 위한 많은 성과를 이루어 냈습니다.
송촌동행정복지센터 1층에 북대전세무서 대덕민원봉사실을 설치하여 행정편의를 증진하고, 읍내동 제1공한지 임시주차장 조성으로 인근지역 주차난 해소에 기여하였습니다.
중리근린공원에 복합문화센터를 준공하여 부족한 문화공간을 확충하였으며, 올해 준공을 앞둔 신탄진권역 복합문화커뮤니티센터는 인근 주민들의 건강증진과여가선용 공간으로서 중추적 역할을 할 것입니다.
원도심 주거환경 개선을 위한 도시재생사업 추진으로 오정동 지역공헌센터와 창의공작소 일부 운영을 개시하였으며, 신탄진동에 공영주차장을 대폭 확충하여 상권에 활력을 불어넣었습니다.
기후위기에 대응한 재활용 플랫폼 운영 및 도심 내 녹지공간 확충사업 추진으로 구민의 일상생활에 지속가능성을 더했습니다.
내륙의 바다 대청호에서 고래를 테마로 한 새로운 개념의 친환경 축제인 2023 대덕물빛축제를 성공적으로 개최하여 63만 여 명이 함께 즐겼으며, 축제 콘텐츠면에서도 한 단계 더 도약했다는 평가입니다.
대덕시티투어 운영, 대덕구 명소 데이터베이스(DB) 구축, 내 일상이 즐거운 대덕맛집 책자를 제작하여 홍보하는 등 대청호와 계족산이라는 천혜의 관광자원을 가진 우리구의 가치를 널리 알렸습니다.
대덕형 공공일자리 사업과 빈 점포를 활용한 청년창업 지원사업 추진으로 청년들에게 미래에 대한 희망을 제공하였습니다.
중리시장 아케이드 물받이 보수공사, 법동시장 고객지원센터 건립, 중리상점가 야간경관 조명 설치, 비래동 골목형상점가 보행환경 개선 및 경관조명 공사 등을 추진하여 부족하나마 소상인과 자영업자의 어려움을 덜어주고자 노력하였습니다.
행복한 100세시대 만들기! 대덕형 마을돌봄사업 추진과 출산장려금 인상, 국가유공자 복지혜택 증진 및 복지사각지대 위기상황 해소를 위한 긴급복지 운영, 1인 가구 모바일 안심케어 서비스 실시 및 경로당 지역봉사지도원 활동 지원 확대, 보육교직원 처우개선, 동네병원과 함께하는 건강상담실 및 여성토탈케어센터 운영, 청소년상담복지센터 및 학교밖청소년지원센터 조성 등으로 단 한 명의 구민도 소외되지 않도록 촘촘한 복지망을 구축하였습니다.
이러한 노력과 성과에 대해 외부기관들도 좋은 평가를 하였습니다.
행정안전부가 주관한 정부합동평가에서 자치구 기여도 1위를 하였으며, 한국매니페스토실천본부가 주관한 전국 기초자치단체장 공약실천계획서 평가에서 A등급, 전국 기초자치단체장 매니페스토 우수사례 경진대회 최우수상, 한국자치발전연구원이 주최한 대한민국 자치발전 대상에서 기초자치단체 부문 대상, 성별영향평가 종합평가 및 지방규제혁신 추진성과 평가에서 국무총리 표창 등을 받아 수준높은 대덕구의 행정역량을 인정받았습니다.
또한, 대청호 생태탐방로 조성사업 등 총 62건의 공모사업에 선정되어 국·시비 203억 원을 획득하여 어려운 구의 재정여건에 단비가 되었습니다.
이러한 성과는 구민 여러분의 적극적인 관심과 참여, 그리고 공직자 여러분의 땀과 노력이 있었기에 가능한 일이었습니다.

2024년은 민선8기 구정운영의 반환점을 도는 시기입니다.
대덕의 가치를 올리기 위한 주요사업들이 알찬 열매를 맺기 위해서는 강한 추진 동력이 확보되어야 합니다.
하지만 우리가 마주하는 각종 사회지표들과 체감되는 현재의 상황이 긍정적이지만은 않습니다.
경제 침체로 인해 상인들은 IMF나 코로나19 때보다 더 힘들다고 말합니다.
세수 감소는 불가피할 것으로 보이며, 인구는 감소를 넘어 소멸을 우려하는 목소리가 나오고 있습니다.
기후위기에 따른 대형 재난 발생은 일상화되어 우리의 안전을 위협하고 있습니다.
4월에는 총선도 예정되어 있어 중앙 정치권력의 영향을 받을 수도 있습니다.
이처럼 대내외적으로 녹록지 않은 형편이지만 구민과 약속한 사업은 반드시 이행하겠습니다.
올해 구정운영 방향은 ▶미래지향적 도시기반 마련 ▶생활인프라 확충 ▶안전하고 품격있는 도시 조성 ▶촘촘한 사회복지망 구축에 중점을 두고 추진해 가겠습니다.
첫째, 미래지향적 도시기반 마련으로 경쟁력을 키우겠습니다.
연축도시개발사업을 추진하여 남·북으로 단절된 대덕구 생활권을 연결하고, 연축지구 공공청사 부지에 신청사 건립공사를 착공하여 2026년 준공함으로써 지역경제 활성화 및 지역 균형발전의 기틀을 다지겠습니다.
법동 조차장역 부지에 복합주거문화단지를 조성하여 동 . 서지역 간 단절 해소와 원도심에 활기를 불어넣고, 리틀돔야구장 건립 추진을 통해 생활스포츠 활성화 및 우리구의 랜드마크화 한다는 계획입니다.
첨단산업, 행정, 교통이 어우러지는 대전 디지털 물산업밸리의 구축을 위해 대전시 및 수자원공사와 적극 협업하겠습니다.
노후한 대전산업단지 대개조사업과 평촌동 스마트혁신지구 조성사업 추진으로 지역경제에 새로운 성장 동력 확보와 대덕의 미래가치를 올릴 수 있도록 준비하겠습니다.
둘째, 생활인프라 확충으로 일상의 편리성을 강화하겠습니다.
안산도서관 리모델링, 대전 대표도서관 건립 추진, 신탄진 휴게소 내 고속·시외버스 정류소 신설, 회덕다목적체육센터 건립을 비롯한 대덕스포츠콤플렉스 조성, 오정근린공원 조성으로 구민 모두에게 안락한 일상을
제공하겠습니다.
장동~이현 간 도로 개설, 법동 소류지 통과박스 확장, 신탄진IC 우회전 차로 신설, 경부고속도로 회덕IC 연결도로 개설, 신탄진 철도 인입선 이설, 신탄진역 서쪽 진출입로 확충, 대덕특구 동측진입로 개설, 문평~신탄진 도로 확장, 트램노선 회덕역 연장 등 그동안 쌓여있던 숙원사업의 완성을 위한 물꼬를 터서 주민들의 생활편익을 증진하겠습니다.

한남대 및 기업과의 협업 강화와 학교 교육환경 개선을 위한 투자 확대로 청년세대가 직면한 사회구조적 문제점들에 관심을 기울이고 이를 개선하기 위한 정책을 마련하겠습니다.
셋째, 안전하고 품격있는 문화도시 조성으로 살고 싶은 대덕을 만들겠습니다.
우리지역이 낳은 조선 후기 여성 문학가이자 신사임당, 허난설헌과 견주어도 손색이 없는 김호연재 문학관 건립으로 작가와 작품에 대한 연구를 활성화하여 충청권 여류문학의 위상을 높이겠습니다.
계족산 시민공원 프로젝트의 일환으로 휴양림 및 문화공원을 조성하고, 대청호 일원에 생태탐방로와 수변 전망대 등을 설치하여 도시공간에 여유와 품격을 입히겠습니다.
길치문화공원 명품공원화 사업의 원활한 추진과 2020년 국가등록문화재로 지정된 대전육교를 관광명소화하여 구민들에게 긍지와 자부심을 심어 드리겠습니다.
아파트와 같은 공동주택이 보편적 주거 형태로 자리매김 한 만큼 공동생활을 위한 배려 문화 확산을 위해 적극 노력하겠습니다.
무엇보다도 재난·재해 없는 안전한 대덕구를 만들기 위해 현장점검을 강화하고 현장의 실정에 맞게 매뉴얼을 정비하여 전국에서 가장 안전한 대덕구로 발돋움할 수 있도록 초석을 다지겠습니다.
넷째, 촘촘한 사회복지망 구축으로 따뜻한 대덕을 실현하겠습니다.
취약계층 생활 안정을 위한 보장 확대와 위기가구 발생 시 신속한 지원을 위한 긴급복지지원 방안을 강화하고, 장애인 사회참여 활성화 방안 모색 및 양질의 일자리 제공으로 차별없는 사회를 실현해 가겠습니다.
아동학대 예방을 위한 인식개선 교육 강화, 어르신들의 다양한 복지 욕구를 반영한 체계적이고 종합적인 복지서비스 제공 및 신탄진권역 복합문화커뮤니티센터 내에 북부건강생활지원센터를 설치하여 신탄진권역 주민들의 공중보건을 증진하겠습니다.
자원봉사단체를 포함한 민간자원과도 연계하여 사회적 약자인 아동·여성·노인·장애인 등의 편익과 복지증진을 위해 더욱 촘촘한 사회복지망을 구축하겠습니다.
모든 구민들이 최저생활을 보장받고, 균등한 기회를 누리며, 깨끗한 환경에서 생활하고, 궁극적으로 자아를 실현할 수 있도록 구석구석 세심하게 살피겠습니다.
