존경하는 38만 아산시민 여러분!

그리고 2,600여 동료 공직자 여러분!

 

안녕하십니까. 아산시장 박경귀입니다.

 

용맹과 지혜를 상징하는「푸른 용의 해」, 2024년 갑진년(甲辰年) 새해가 밝았습니다.

 

지난 한 해 아낌없는 성원과 관심에 감사드리며,새해에는 가정에 건강과 행복이 가득한 한 해가 되시길 기원합니다.

 

새로운 변화에 대한 시민의 열망을 담은 민선 8기가 힘찬 돛을 올린지도 어느새 세 번째 해가 되었습니다.

 

지난 1년 6개월 아산시정은 시민 여러분들의 목소리에 귀 기울이며 ‘변화와 혁신’‘공정과 형평’의 핵심가치를 실현하기 위해 2,600여 공직자와 함께 달려 왔습니다.

 

경기침체와 물가 불안정 등 급변하는 불확실성의 세파속에서도 누구도 시도하지 못했던 새로운 길을 열기 위해 노력한 지난 1년 6개월 동안 우리 시정에는 많은 변화와 혁신이 있었습니다.

 

지난해 우리는 신정호를 주무대로 ‘아트밸리 아산’이라는

도시브랜드를 완성하였고, 전국 광역과 기초 지자체 도시를 대상으로 하는 도시브랜드 평판 조사에서도 2022년까지 40위권에서 맴돌다가 올해는 8위(4월 기준)로 오르는 기적을 이뤄냈습니다.

 

또한 한국리서치 소비자 조사에서 ‘아트밸리 아산’이 호감도와 인지도 부문에서 압도적 1위를 차지하며 ‘도시브랜드 부문 2023 대한민국 명품브랜드 대상을 수상하였습니다.

 

또한, 대한민국에서 가장 오래된 최고(最古) 온천도시의 타이틀 획득을 계기로 1,300년이 넘는 온천 역사 600년이 넘는 왕실 온천의 강점을 살려 대한민국 온천산업을 주도해 나가고 있습니다.

 

경제부문 역시 남 달랐습니다.

지난해 아산시는 국·내외 굴지의 기업들로부터 5조 5천여억원 투자를 이끌어 내 투자 유치 1번지 도시의 면모를 보여주었습니다.

 

지역경제의 외적 성장과 더불어 지난해 대비 1만명의 인구가 증가하였고, 충남에서 유일하게 20세에서 40세 이하 청년 인구가 대거 유입되어 젊음과 생동감이 넘치는 도시로 탈바꿈 하였습니다.

 

지난해 9월 아산-천안간 고속도로 개통을 계기로 더 똑똑한 스마트 교통체계를 고도화 하며, 새로운 고속도로 시대를 열었습니다.

 

또한 국립경찰병원 분원 설치 관련 예비 타당성조사 면제를 위한 ‘경찰복지법 개정안’ 국회 통과에 노력하는 한편 향후 중부권 최대 경찰타운에 걸맞는 약 208만㎡의 ’폴리스 메디컬 복합타운’ 추진을 위해 꼼꼼히 준비해 나가고 있습니다.

 

사랑하고 존경하는 아산시민 그리고 동료 공직자 여러분!!

 

이제 우리 아산은 더 이상 지방의 이름 없는 작은 도시가 아닙니다.

 

일년 내내 멋과 공연이 흘러넘치는 문화예술도시!!

최첨단 산업을 주도하는 첨단과학도시!!

젊음과 활력이 끓어오르는 역동적인 도시!!

누구나 살고 싶어하는 매력적인 도시로 변화하였습니다.

이러한 혁신적인 변화와 성장은 38만 시민 여러분들과 2,600여 동료 공직자들의 지원과 격려 덕분입니다.

감사드립니다.

 

민선 8기 3년차인 올해는 지난 1년 6개월의 혁신적인 변화의 토대 위에서 명품 도시다운 경쟁력을 갖추기 위한 본격적인 성과 창출에 주력해야 하는아주 중요한 시기입니다.

 

그렇다면 지금부터 민선 8기 세 번째 해에 우리가 가야 할 주요시정 방향에 대해 말씀드리겠습니다.

 

첫째, 신정호를 중심으로 한 아트밸리 아산 문화예술 도시로의 위상을 공고히 하겠습니다.

 

문화예술공연은 이제 더 이상 수도권에서만 누릴 수 있는 특권이 아닙니다.

 

수도권에 가지 않아도 아트밸리 아산에서 전국 최고 수준의 명품 공연을 연중 내내 즐길 수 있도록 한층 더 품격있고 완성도 높은 아트밸리 아산으로 거듭 나겠습니다.

 

올해 제2회를 맞이하게 될 재즈페스티벌은 2023년보다 풍성한 라인업과 완벽한 공연 예술로 전국의 재즈 마니아들을 우리 아트밸리 아산으로

끌어 모으겠습니다.

 

아울러, 우리 아산시는 충무공 이순신 장군이 성장하고 영면하신 도시로서 올해 제63회 성웅 이순신 축제와 제2회 이순신 순국제전도 충무공의 품격에 걸 맞는 한층 더 발전된 프로그램을 선보이도록 하겠습니다.

 

이제 제3회를 맞이하는 ‘아트밸리 아산, 신정호 아트페스티벌 100인 100색전’은 국내에 머물지 않고 국제비엔날레로 격상하여 신정호 아트밸리를 전 세계에 마케팅할 수 있는 기회로 만들어 내겠습니다.

 

또한 ‘세종과 온양행궁’ 복합역사문화콘텐츠를 개발하여 아산의 정체성을 풍성하게 드러내겠습니다.

 

우리 아산의 오랜숙원사업인 예술의 전당 건립 사업을 조속히 완료하여 시민분들의 문화예술 향유 욕구를 충족시켜 드리겠습니다.

 

둘째, 중부권 최대 경제도시로 한층 더 나아가겠습니다.

 

이제 우리 아산은 기업이 투자하고 싶은 도시!!

양질의 일자리가 넘치는 도시!!

 

삼성디스플레이와 현대자동차와 같은국내 굴지의 대기업이 자리 잡은

중부권 최대 경제도시로 성장했습니다.

 

이를 더욱 공고히 하기 위해 올해에도 소부장기업, 글로벌 외투기업 등

첨단전략산업 육성을 위한 우량기업을 유치하여 양질의 민간 일자리를 창출해 내겠습니다.

 

우리 시 서북부 지역이 충남경제자유구역으로 최종 지정되어 대한민국 4차 산업을 선도 할 수 있는 메가시티로성장하도록 충남도와 적극 협력하겠습니다.

 

또한 아산의 미래 100년 성장 동력을 확보하기 위해기존 주력분야인 자동차와 디스플레이, 반도체 산업의 지속성장과 함께 바이오, AI 분야도 집중 육성하겠습니다

 

아산의 미래를 좌우할 트라이포트 아산항 개발이2025년 제4차 항만기본계획 수정계획에 반영될 수 있도록 차질없이 준비하겠습니다.

 

셋째, 함께하는 사회를 위한 보훈(報勳)과 육아정책을 실시하겠습니다.

 

우리 아산은 저출산의 위기속에서 출산율이 작년 상반기 기준 전년 동 기간 대비 11% 포인트 상승하며 ‘전국 출생아 증가율 1위’를 기록하였습니다.

 

앞으로도 지속적인 출산증가를 유지하기 위해 임신부 100원 행복 택시, 최대 1000만원의 출산장려금,산후 관리 지원금, 아빠 육아 휴직 장려금 지원사업 등차별화 된 출산 양육정책들을 발굴하고 실행에 옮기겠습니다.

 

2024년에는 난임 시술 지원의 소득 기준을 폐지 하는 한편 신혼부부 대출 지원대상 및 아빠 육아휴직 장려금 대상규모를 확대하겠습니다.

 

2026년을 목표로 권역별 키즈앤맘센터를 건립하여영유아 및 부모님들의 육아 인프라 확충에도 힘쓰겠습니다.

 

이와 동시에 지금의 대한민국을 있게 한 어르신들을 위한 ‘금빛효도시정’ 역시 멈추지 않겠습니다.

 

홀로된 어르신들을 살피는 금빛 어르신 돌보미단, 거동 불편 어르신들을 위한 안전 보행기 지원, 기존보다 이용 횟수를 늘린 어르신 효도 우대권,

2025년까지 연차적으로 개소하는 권역별 어르신 건강 돌봄센터, 동부권 노인복지관 건립 및 경로당 지원사업 등 가까이에서 항상 들여다보며

어르신들의 건강하고 안전한 노후를 위해살뜰히 살펴드리겠습니다.

 

넷째, 인구 40만 시대에 걸맞는 명품도시를 만들겠습니다.

 

이제 우리 아산은 어느덧 인구 40만을 목전에 두고 있고, 도시개발수요가 전국 2위에 이를 만큼 큰 도시로 성장하였습니다.

하지만 도시의 양적 성장만큼도시 내의 질적 성장이 이루어지지 않는다면도시의 품격이 살아나지 않을 것입니다.

 

이에 앞으로 다가올 2030년 인구 50만 시대를 대비하여체계적인 도시 개발 및 인프라 조성과 함께 아산시 도시개발 사무 특례를 부여 받을 수 있도록 힘쓰겠습니다.

 

중부권 최대 명품 신도시가 될 탕정2 도시개발사업은2만여 호의 주택을 대량 공급하여 주거와 상업, 연구가 어우러진 성장 거점지역으로 키워 나가겠습니다.

 

이와 함께 현재 진행중인 구역별 도시개발사업을 순기 내 차질없이 마무리하고, 도시 정비를 위한 원도심 공동주택개발 지원, 소규모. 노후 공동주택 지원, 농촌지역 빈집정비 사업을 지속적으로 추진하겠습니다.

 

또한 진행 중인 고속도로 공사뿐만 아니라관내 주요 도로망 정비에도 만전을 기해사통발달 도로망 구축 및 안전하고 편리한 도로 환경을 제공하겠습니다.

 

다섯 번째, 시민들이 안심하며 살 수 있는 안전하고 쾌적한 정주 여건을 조성하겠습니다.

 

시민들의 도시에 대한 만족감과 자부심을 높이기 위한주민생활 환경을 개선하겠습니다.

 

또한 용화 숲속 힐링 체육공원, 권역별 저수지 수변생태공원 등을 완공하여 시민들에게 휴식과 힐링의 공간으로 제공하겠습니다.

 

 

시민들의 건강한 여가활동 지원을 위해2024년에는 둔포 국민체육센터와 곡교천 그라운드 골프장을 준공하고, 추후 서부권 도고 스포츠타운과 선장 축구센터, 선장 파크골프장 조성 등 권역별 생활체육시설을 확충하겠습니다.

 

권역별 도서관도 지속적으로 확충하겠습니다.

우선 배방복합커뮤니티센터 내 도서관과 음봉복합센터 도서관은 내년 상반기, 배방 월천도서관은 8월,서부권 공공도서관은 2027년 개관을 목표로 추진하겠습니다.

 

또한 급변하는 4차 산업혁명 시대를 주도할게임 분야 ‘아트밸리 아산 청소년 e스포츠단, 영재 관악단 ‘아트밸리 아산 유스밴드’ 양성 등아산형 미래 인재 양성 교육사업을 강화해 나가겠습니다.

 

여섯 번째, 중단없는 시민과의 소통을 이어가겠습니다.

 

저는 취임 일성(一聲)으로 ‘참여자치도시 아산’을 천명했고, 그 약속을 지키기 위해 17개 읍면동 4,000여명의 시민과 만나 현장 소통을 하였으며

 

매월 시민을 직접 집무실에 모시고시민분들의 애환을 직접 들었습니다.

 

또한, 17개 읍면동 주민자치회 전면 전환을 통해주민이 직접 참여하고 주도해 가는 생활자치를펼쳤습니다.

 

민선8기 3년 차인 2024년 역시 시민과 소통하는 일을 멈추지 않을 것입니다.

 

참여자치위원회는 앞으로도 시정의 든든한 동반자 역할을 할 것이며, 시장 집무실의 문턱은 더욱 낮아질 것입니다.

 

아울러, 직접 방문이 어려운 분들을 위한온라인 소통 플랫폼 구축으로 24시간 소통의 문을 활짝 열어 놓겠습니다.
