고양특례시는 시가 제출한 대형보도블록 공사비 산정기준이 건설공사 표준품셈에 반영됨에 따라 걷기 편리한 대형보도블록을 보도정비에 전면 적용한다.

고양시는 올해부터 시가 한국건설연구원에 개정을 요청한 대형보도블록 공사비 산정기준이 건설공사 표준품셈에 신규 반영되면서 평탄도와 경관성, 내구성이 우수한 대형보도블록을 시 전역에 적용할 계획이다.
시는 걷기 편하고 안전한 보행로 조성을 위해 지난해부터 보도정비에 관행적으로 사용하던 소형블록에서 탈피해 대형보도블록을 도입하고 있다.
대형보도블록은 인조화강블록(200×200mm), 인터로킹블록(200×100mm) 등 기존 규격보다 대형화된 500×500mm 정도 크기의 보도블록이다.
평탄도가 높고 노면이 울퉁불퉁해지는 현상을 최소화할 수 있어 최근 시공 사업지가 늘고 있다.
하지만 대형보도블록은 무게가 무거워 운반, 설치 등 작업이 어려움에도 건설공사 표준품셈에 적정한 인력과 장비 투입을 위한 시공기준이 따로 없어 원활한 공사가 어려웠다.
표준품셈은 공공기관에서 시행하는 건설공사의 적정 예정가격을 산정하는 기준이다. 기존 건설공사 표준품셈에는 ‘보도블록 면적 0.1㎡이하, 두께 8cm이하’의 소형블록 설치 기준만 반영돼 있었다.
이에 고양시는 지난해 ‘블록 면적 0.1㎡ 초과 0.25㎡ 이하, 두께 8cm이하’ 대형보도블록 표준단가 산정을 위한 조사를 진행했다.

은빛로 등 대형보도블록을 시공 중인 공사현장 4개소를 실사해 공사비 산정기준 적정성을 검토했다.
분석 결과 동일한 면적에 대형보도블록 설치 시 기존 표준품셈에 비해 약 58%의 공사비 할증 적용이 필요한 것으로 나타났다.
시는 분석결과를 토대로 대형보도블록 설치 시 달라지는 시공량 규격을 담은 개정안을 마련해 한국건설기술연구원에 제출했다.
그 결과 국토교통부가 지난달 발표한 ‘2024 건설공사 표준품셈’에 일부 조정된 대형보도블록 설치·재설치 공사비 산정기준이 신설 반영됐다.
이번 개정으로 현실적인 대형보도블록 설치 표준안이 마련되면서 고양시 뿐 아니라 전국적으로도 대형보도블록 적용이 확대될 것으로 기대된다.
