그동안 기업들은 계약 체결부터 착공, 준공 등 단계별로 사업부서와 계 약부서에 이중으로 서류를 방문 제출해야 하는 시간적.경제적 불편함이 있었 고, 군 또한 방대한 양의 계약 관련 서류 보관과 정리로 인한 업무 부담 과 서류 분실에 대한 위험도 함께 따랐다.
이에 군은 민선 8기 군정에서 강력하게 추진하고 있는 일하는 방식 개 선의 실천 과제로 종이 없는 전자계약을 도입하게 되었다.
앞으로 기업들은 공공기관에 문서를 제출하는 행정안전부 전자문서시스템 인 ‘ 문서 24 ’ 와 조달청 ‘ 나라장터 ’ 에 들어가 간편하게 서류를 제출하면 되고, 군은 제출받은 서류를 종이로 출력하지 않고, 지출관리 전산시스 템인 지방재정시스템에 전자파일로 보관하고 관리할 계획이다.
이번 전자계약 도입으로 연간 3,000여 이상의 계약 건(본청 기준)에 필 요한 종이 사용량인 약 477,000장을 줄여 1.37톤의 이산화탄소 배출량 감축과 함께 기업들의 행정기관 방문에 필요한 시간적 · 경제적 비용을 크게 덜어 줄 것으로 기대하고 있다.
손병복 울진군수는 “ 앞으로 복잡 · 다양한 행정수요와 환경변화에 맞춰 기존의 관행과 규제의 틀을 과감하게 개선해 군민들의 불편을 해소하고, 행정 서비스의 질적 향상을 도모하겠다 ” 라고 말했다. 한편, 울진군은 이번 종이 없는 전자계약은 본청이 시범 시행하고, 향 후 사업소, 읍면 등으로 전면 확대 시행할 계획이다.
