수원시, ‘행궁동 지역상생협의체’ 구성

[브레이크뉴스경기남부=수원 이현준기자] 수원시는 ‘행궁동 지역상생협의체’를 구성했다.

행궁동 지역상생협의체 위원 20명은 9월 27일 수원시에 협의체 구성을 위한 신고서를 제출했고, 수원시는 9월 30일 신고서를 수리했다.

행궁동 지역상생협의체는 신고서에서 “세계문화유산 수원화성과 화성행궁, 다양한 즐길 거리가 있는 행궁동은 전통과 문화가 공존하는 상권”이라며 “최근 주요 상권의 임대료 상승 등으로 젠트리피케이션을 우려하는 목소리도 나오고 있다”고 설명했다.

이어 “행궁동 상권을 유지하기 위해 지역 상권을 보호하고, 지속가능한 상생 상권을 구현하고자 한다”고 말했다.

2021년 제정된 ‘지역상권법’에 따른 지역상생구역은 ‘지역상생협의체’를 중심으로 운영된다. 지역상생협의체는 상권을 보호하고 활성화하기 위하여 지역상생구역의 지정, 구역 내 상인과 임대인의 상생협약 체결 지원, 제한 영업에 대한 사전 조정에 대한 협의 등의 업무를 수행한다.

지역상생협의체는 구역 내 상인·임대인·토지소유자가 각 50% 이상 동의해야 구성할 수 있다. 지역상생협의체는 이후 상인·임대인이 각 2/3 이상 동의를 받아 상생협약을 체결하고, 구역 내 상인·임대인·토지소유자가 각 2/3 이상 동의하면 지역상생구역 지정을 신청할 수 있다. 신청 이후 공청회, 지역상권위원회 심의 후 지정 여부가 결정된다.

수원시는 행리단길을 중심으로 한 행궁동 상권(장안·신풍동)의 지역상생구역 지정을 추진하고 있다.
