세종시교육청이 교육부가 발표한 ‘교원능력개발평가 폐지에 대해 환영의 뜻을 나타냈다.
시교육청은 4일 입장문을 통해 "교원능력개발평가가 폐지되고 교원역량개발지원제도로 전환되는 만큼 교사의 자기주도적 성장을 지원하는 제도로 되길 바란다"고 평가했다.
이어 기존 교원 평가제의 한계 폐해 때문에 교원역량 지원제도로 전면 개편하는 것인 만큼 이행과정에서 교원을 교원이 헌법과 법률로 보장된 바에 따라 전문가로서 존중받고 전문성을 향상할 수 있는 방향으로 탈바꿈해야 한다"고 강조했다.
그러면서 "향후 교육부가 추진하는 학생 인식조사 문항 개발, 교원의 자기 역량진단, 시스템 구축 사업 등에 적극적으로 참여해 교육 현장의 목소리가 반영된 실효성 있는 ‘교원역량개발지원 제도’를 마련하도록 하겠다"고 말했다.
앞서 교육부는 17개 시ㆍ도교육청과 '교원능력개발평가' 폐지 및 교원역량개발지원 제도 도입 방안을 발표했다.
발표에 따르면 기존의 교원능력개발평가는 폐지된다. 대안으로 교원이 교육활동 개선에 참고ㆍ활용할 수 있도록 동료교원의 다면평가(일부),교육활동을 통한 학생의 배움과 성장에 대한 인식조사,자기 역량 진단결과 등을 제공한다.
학부모 만족도 조사는 교육 과정을 포함한 학교경영 전반에 대한 의견제시가 가능한 학교평가로 대체했다.
역량 진단(동료교원ㆍ학생ㆍ자기진단) 결과 연계한 인공지능(AI) 맞춤형 연수 제공할 수 있도록 예산을 확충할 예정이다.
이를 위해 지방교육재정교부금법 시행령 일부 개정안에 교원 연수운영 내실화 및 전문성 강화 교원역량개발 지원을 위한 기준재정수요 산정기준 신설을 추진을 서두를 것으로 보인다.
