[브레이크뉴스경기남부=수원 이현준기자] 이재준 수원시장은 ‘특례시 지원 특별법’ 입법예고를 환영했다.
대한민국특례시시장협의회 대표회장인 이재준 수원시장은 “이번 법안이 특례시의 자치 역량을 강화하고, 실질적인 지원체계를 마련하는 중요한 전환점이 될 것”이라고 말했다.
행정안전부는 11일 ‘특례시 지원 특별법’을 입법예고 했다. 특례시 지원 특별법은 ‘기본계획의 수립’(제6조), ‘특례시의 사무특례’(제8조 및 별표), ‘특례시에 대한 특별지원’(제10조) 등 10조로 구성됐다.
체계적인 지역 발전을 지원하고, 추진하기 위한 5개년 기본계획과 연도별 시행계획을 수립하도록 규정했다. 또 ‘지방분권균형발전법’ 등에 규정돼 있던 특례를 특별법으로 이관하고, 신규 특례를 규정했다. 특례시에 대한 중앙행정기관 장의 행정·재정상 지원 근거도 있다.
특례시 지원 특별법에 규정된 신규 특례는 ▲공동주택 리모델링 기본계획 수립 시 도지사 승인 절차 제외 ▲51층 이상 건축허가 시 도의 사전 승인 절차 제외 ▲수목원·정원조성 계획 수립 및 등록 ▲지방산단개발지원센터 및 지방산단계획심의위원회 설치·운영 ▲대도시권 광역교통 관리 사무 ▲주택가격 안정을 위한 규제 사무 등 19개다. 시민생활과 밀접한 건축·개발·도시환경·교통 관련 특례가 다수 포함됐다.
‘지방분권균형발전법’, ‘비영리단체법’ 등 개별법에 규정된 기존 사무 특례(16개)는 특별법으로 이관했다.
이재준 시장은 “미진한 부분은 앞으로 국회 입법 과정에서 충분하게 논의하길 바란다”며 “정부가 4개 특례시의 건의사항을 열린 마음으로 받아주길 바란다”고 밝혔다.
이어 “특례시 시민들께서 적극적으로 지원하고, 협력해 주신 덕분에 특례시 지원 특별법안이 마련될 수 있었다”며 “법안이 국회를 통과할 때까지 계속해서 지원해 주시길 바란다”고 당부했다.
특례시 지원 특별법은 11월 20일까지 입법예고 후 법제처 심사를 거쳐 12월 국회에 제출될 예정이다.
대한민국특례시시장협의회는 수원·용인·고양·창원시 등 4개 특례시와 화성시(준회원)로 구성된다.
