최상목 대통령 권한대행 경제부총리 겸 기획재정부 장관이 14일 고교무상교육 필요 비용을 정부가 지자체·시도교육청과 함께 분담하는 한시 규정 기한을 3년 연장하는 '지방교육재정교부금법 개정안'에 대해 재의요구권(거부권)을 행사했다.
최 권한대행은 이날 오전 서울 종로구 정부서울청사에서 열린 국무회의에서 "정부는 무상교육에 대한 지원을 거부하는 게 아닌 더 나은 정책 대안 마련을 위해 국회서 다시 논의해 달라는 취지에서 재의를 요구한다"고 밝혔다.
그러면서 "입법 과정서 더 충분한 협의·사회적 공감대 형성이 이뤄지는 게 중요하다"며 "국가 비용 분담 3년 연장·분담 비율을 순차적 감축하는 대안이 제시되었음에도 충분한 논의 없이 개정안이 통과됐다"고 지적했다.
또 "국가 전체 효율적 재정 운용을 위해선 지방 교육 재정을 최대한 활용하는 게 바람직하다"며 "국가가 과도하게 추가 비용을 지원하게 된다면 국가 전체 효율적 재정운용을 어렵게 해 궁극적으로 국민 부담을 가중시킬 것"이라고 밝혔다.
이어 "지혜를 모아 현재 위기를 헤쳐 나가야 하는 상황서 재의요구권 행사를 검토하게 돼 마음이 매우 무겁다"며 "힘들고 어려울수록 국가·국민을 위해 정도를 가야 한다는 일념 하나 만으로 숙고를 거듭했다"고 밝혔다.
더불어 "국민 혈세를 아끼고 또 아껴가며 민생 경제 회복에 재정을 집중해야 할 때"라며 "다시 한번 머리를 맞대고 바람직한 대안을 모색할 수 있길 바란다"고 국회에 주문했다.
올해 '지방교육재정교부금' 경우 지난해 대비 3조4000억이 증가한 72조 3000억으로 중앙정부가 나서지 않더라도 재원을 내실 있게 쓸 시 지방이 고교무상교육 경비를 충분히 부담할 여력이 있다는 취지로 보인다.
앞서 지난달 국회에선 더불어민주당 주도로 '지방교육재정교부금법 개정안' '초·중등교육법 개정안' 등 법률 개정안 2개가 통과된 가운데 전날 국민의힘은 두 개정안에 대해 "당의 이름으로 재의요구권을 행사해줄 것을 정부에 요청한다"고 밝힌 바 있다.
