1945년 8월15일, 일본 천황은 미일 전쟁에서 패배를 선언했다. 일본의 히로시마와 나가사키에 투하된 원자폭탄으로 36만여 명이 살상(殺傷)됐기 때문이다. 가공할만한 무기의 위력이었다. 이 결과물로 한반도는 해방을 맞이했다. 그 직후 한반도 남북은 미소 신탁통치 시대로 접어들었다. 외세에 의해 남북분단이 고착화한 것이다. 남한(대한민국)의 경제력은 이제 세계 10위권이라고 자랑 하지만, 분단 체제는 여전히 꼼짝하지 않고 고정된 말뚝처럼 존재한다. 남북 간 분단기간은 길어도 너무 길었다. 2025년 올해까지도, 여전히 1945년 미소 신탁통치 수준에 머물러 있다.
6.3 대선을 앞두고 여야는 당내 대통령 후보들의 등록을 마치고, 후보가 되기 위한 득표 활동으로 돌입했다. 이들 후보들은 여러 가지 공약을 쏟아내기 바쁘다. 그런데 동아시아의 지정학적 요인이나 국제정치학적 변화 움직임을 볼 때, 남북관계의 개선이 불가피한 시대로 보여진다. 분단 80년, 너무 긴 남북분단이라는 장벽 속에 갇혀 있었다. 이제 그 틀에서 벗어나야 한다. 냉전(冷戰)을 탈피해야 한다. 그리하여 동아시아의 평화를 구가(謳歌)해야만 한다.

한국의 경제력의 고속 발전은 국경을 접한 북한-중국-러시아에게도 행운일 수 있다. 부자 나라인 한국과의 자유로운 협력-왕래-무역거래는 공산권 3국 자국의 이익이 되기에 충분하다. 동서독의 통일, 러시아의 경제적 이익에 부합했기 때문에 성취됐음을 상기할 필요가 있다. 북한-중국-러시아가 부자 나라인 한국과 자유로운 거래를 함으로써 경제성장은 이뤄낼 수 있음을 중요시해야할 때가 왔다.
한설 예비역 장군(육군 소장)은 4월18일 인터넷 저널인 페이스북에 “남북관계와 대외정책이 부실하면 대통령이 아니라 지자체장 후보에 불과하다”라는 제목의 글을 게재했다. 그는 이 글에서 “비교적 오랫동안 대통령 선거를 보아왔지만, 대통령의 위상에 걸 맞는 정책을 제시한 경우는 두 번 정도 본 것 같다. 김대중과 노태우(두 전 대통령)다. 나머지의 경우는 지자체장이나 별로 다름없는 정책을 들고 나왔다.”고 피력했다. 정치인이 내건, 남북 관련 정책의 중요함이 지적된 글이다.
이런 시대에, 차기 대한민국의 새 대통령이 되려고 노력하는 후보들 가운데 “내가 차기 대통령에 당선된다면, 임기 내에 남북한 자유왕래를 반드시 실현토록 하겠다”라는 공약(公約)을 내건 이가 나타나기를 기대 한다.
차기 대통령 임기 내에, 제3국을 통한 자유방문-남북 육로- 남북 공항을 통한 자유방문 등의 수순을 거쳐, 남북 양국이 자국의 여권을 지참해서 자유로이 왕래할 수 있는, 활짝 열린 시대로의 이전을 위해, 남북 민족의 자유왕래 개막(開幕)을 선언해도 좋을 듯하다.

긴 기간(53년 간) 언론계에 몸 담아온 필자는 자천(自薦)해서 '정치 시나리오 작가'라고 주장해왔다. 그래서 정치인들에게 정치 시나리오를 만들어 자문해왔다. 이번 대선과 연관해서, 필자가 내놓을 공개적인 카드-획기적인 정치 시나리오는 “남북한 자유왕래 공약”이다.
