충남 논산시(시장 백성현)는 지난 21일 광석면 신당리 일원에서 유관기관과 합동으로 ‘2025 안전한국훈련’을 실시하며 실전 대응 능력을 점검했다.
이번 훈련은 집중호우로 인한 침수, 하천 범람 등 실제 재난 사례를 반영해 구성되었으며, 초기 대응부터 복구 단계까지 전 과정을 실전처럼 수행했다.
훈련에는 논산시청 13개 협업 부서를 비롯해 논산소방서, 논산경찰서, 육군 3585부대 1대대, 한국전력공사 논산지사, 한국농어촌공사 논산지사 등 주요 기관이 참여했다. 아울러 마을 주민, 민간단체, 기업 등도 동참해 범시민적 협력 체계를 점검했다.
이번 훈련은 단순한 모의 훈련을 넘어, 각 기관 간 실시간 협업과 정보 공유가 이뤄지는 통합 대응 훈련으로 구성됐다. 특히 재난안전통신망(PS-LTE)과 현장 생중계 시스템을 활용해 재난 발생 시의 상황 판단 및 지휘 체계를 고도화했고, 대형 양수기 가동 훈련을 통해 실제 재난 자원 운용 역량도 검증했다.
시는 재난 발생 직후 상황 판단회의 소집, 재난안전대책본부 구성, 통합지원본부 설치, 주민 대피 및 자원 동원, 피해 수습 및 복구까지 전 단계에서 대응 매뉴얼에 따라 체계적인 훈련을 진행했다.
또한, 훈련 과정 전반에 걸쳐 지역 주민 50여 명이 직접 참여하거나 참관함으로써 주민 주도의 자율 대피 능력 향상에도 주안점을 뒀다.
